Tracing its origin to the Year 1993 as Majlis Pembangunan Sumber Manusia, the Human Resources Development Corporation (HRD Corp) or Pembangunan Sumber Manusia Berhad is an organization under the purview of the Ministry of Human Resources Malaysia (MOHR). What We’re Looking For

We are seeking an exceptional Chief Financial Officer (CFO) to provide strategic leadership and steward PSMB’s financial resources with strong governance, transparency, and sustainability. This role is vital in advancing our mandate to develop Malaysia’s human capital while ensuring long‑term financial resilience. You will oversee key financial functions, including accounting, procurement, levy management, and operational cost control, while safeguarding the integrity of levy and operational funds through robust internal controls and strict public‑sector governance. The CFO will also lead digital finance transformation efforts to modernise systems, enhance compliance, and enable data‑driven decision‑making. In addition, you will serve as a strategic advisor, providing financial perspectives to Board Committees, management committees, and key national stakeholders to ensure alignment with organisational priorities.

Financial Leadership & Organisational Stewardship

Shape and direct the organisation’s financial strategy, planning, and governance frameworks by aligning financial policies, budgets, and risk controls with PSMB’s mandate and long‑term corporate objectives to ensure strong fiscal discipline, transparent decision making, and the long‑term financial sustainability of the organisation.

Financial Controls, Compliance & Reporting

Oversee all financial operations, i.e. financial accounting, internal controls, AP/AR cycles, and statutory reporting by upholding audit readiness, regulatory compliance, and the highest standards of integrity and transparency to ensure that the organisation maintains accurate, reliable, and compliant financial records that withstand regulatory and audit scrutiny.

Levy Financial Integrity & Employer Fund Governance

Oversee the financial management of levy collections and related financial processes by ensuring accurate recording, reconciliation, and reporting of levy flows in line with the PSMB Act and public trust expectations to strengthen national stakeholder confidence in the governance of employer contributions and support organisational agenda.

Procurement Governance & Institutional Transparency

Provide strategic oversight and direction for the organisation’s procurement framework by ensuring transparency, accountability, competitive sourcing, and adherence to governance requirements across all procurement and contract management activities, which will ensure deliverables of value for money, compliance with governance expectations, and institutional integrity.

Organisational Cost Discipline & Financial Insights

Champion cost optimisation, financial modernisation, and digital enablement by strengthening financial analytics, budget discipline, and system improvements that enhance organisational efficiency and improve financial visibility to ensure business continuity and financial stability.

Professional Qualifications and Experience
  • Bachelor’s Degree in Accountancy/Finance or related fields.
  • Professional Chartered Accountant qualification (e.g. MIA, ACCA, CIMA, MICPA, ICAEW) is essential.
  • 15–20 years of extensive financial leadership experience, ideally within statutory bodies, regulators, government‑linked companies, or large public‑sector environments.
  • Experience in the corporate sector or government‑related organisations is highly desirable.
  • Proven leadership in financial governance, compliance, procurement oversight, and stakeholder engagement.
  • Demonstrated experience leading organisational financial transformation and strengthening governance frameworks.
