The incumbent is required to discharge the duties of Chief Financial Officer and such other duties that may be assigned, from time to time, by the Immediate Superior or any other person(s) assigned by him/her. Further details of the job responsibilities are as follows:
Primary Responsibilities
- Financial Strategy & Leadership
- Develop, implement, and execute the Group’s financial strategies to support long-term growth and infrastructure development objectives.
- Provide expert financial guidance to the CEO and Board, influencing key decisions on investments, funding, and corporate direction.
- Lead financial modeling, scenario planning, and business forecasts to ensure data-driven decision-making.
- Drive fiscal discipline and ensure sustainable profitability across all business divisions.
- Capital & Investment Management
- Manage and optimize the Group’s capital structure, ensuring sufficient liquidity and financial stability.
- Oversee project financing, Public-Private Partnership (PPP) structures, and major infrastructure investment evaluations.
- Conduct financial due diligence for mergers, acquisitions, and joint ventures.
- Drive funding initiatives, including bank facilities, bond issuance, and investment partnerships.
- Ensure timely and accurate financial reporting in compliance with MFRS, IFRS, and relevant statutory requirements.
- Lead external and internal audit processes, ensuring strong governance and control systems.
- Manage tax planning, cost controls, and compliance with concession and regulatory frameworks.
- Uphold integrity and transparency in all financial disclosures and group reporting activities.
- International Business Oversight
- Oversee and manage financial operations for AFA Group’s overseas ventures and partnerships.
- Ensure compliance with international accounting standards, taxation, and financial reporting regulations.
- Evaluate and mitigate foreign exchange, geopolitical, and investment risks in cross-border operations.
- Align international business performance with Group’s financial strategy and long-term vision.
- Stakeholder & Board Engagement
- Serve as the principal advisor to the Board and EXCO Members on all financial performance, risk and investment matters.
- Present financial performance reports, forecasts, and strategic analyses to the Board and shareholders.
- Maintain strong relationships with investors, banks, government agencies, and regulatory authorities.
- Support transparent communication to strengthen stakeholder confidence and corporate reputation.
Secondary Responsibilities
- Operational Efficiency
- Lead initiatives to optimize cost structures, enhance operational productivity, and streamline financial processes.
- Introduce digitalization and automation within the finance function to improve reporting speed and accuracy.
- Oversee efficiency in toll management, maintenance budgets, and infrastructure spending.
- Strategic Partnership
- Collaborate with engineering, operations, and project management teams to ensure financial alignment and project profitability.
- Support partnership negotiations, concession renewals, and sustainability-driven finance initiatives.
- Strengthen relationships with key industry and government stakeholders to support long-term strategic positioning.
- Lead and mentor a high-performing finance team across all subsidiaries and business units.
- Build financial capability, accountability, and succession pipelines within the Group Finance function.
- Promote a culture of integrity, performance, and continuous improvement.
Qualification
- Bachelor’s Degree in Accounting, Finance, Economics, or a related field.
- Professional qualification such as CPA, ACCA, CIMA, or equivalent is preferred.
Desired experience/exposure
- Minimum 15 years of progressive experience in finance, with at least 5 years in a senior leadership role within infrastructure, concession, or construction-based industries.
- Strong understanding of project financing, PPP models, toll operations, and infrastructure investment frameworks.
- Proven record in managing multi-entity group financial operations and cross-border transactions.
Competencies
- Deep knowledge of Public-Private Partnership (PPP) models and concession finance structures.
- Skilled in structuring and managing project financing, including debt syndication, equity participation, and refinancing.
- Advanced capability in long-term cash flow projection, cost modelling, and project feasibility analysis.
