Akademi Binaan Malaysia (Sabah) Sdn Bhd (ABM Wilayah Sabah) is a CIDB Malaysia assessment and training centre focused on equipping construction personnel with appropriate competencies according to industry standards.

Job Title

Chief Executive Officer (ABM Wilayah Sabah)

Location

Kota Kinabalu, Sabah.

Responsibilities
  • Direct the company in keeping with the vision outlined by the Board of Directors.
  • Develop the vision and strategic plan of the ABM Region under his/her leadership.
  • Act as a professional advisor to the Board of Directors on all aspects of ABM activities.
  • Serve as spokesperson for ABM and represent the organisation domestically and internationally to enhance its image.
  • Operations planning and management: develop operational plans with goals and performance targets, ensure operational effectiveness, and draft policies and procedures for board approval.
  • Program planning and management: plan, implement and evaluate training programmes and services, ensuring they support the mission and current priorities.
  • Human resource planning and management: identify HR needs, recruit, interview and select key management staff, implement training and development plans, and conduct ongoing performance management and annual appraisals.
  • Financial planning and management: prepare comprehensive budgets, approve expenditures within delegated authority, manage finances per the approved budget, and prepare income and expenditure reports for the CEO of CIDB Holdings and the board.
  • Community relations & advocacy: establish strategic relationships and collaborations with community groups, government agencies and other organisations to achieve ABM’s goals.
Requirements
  • Possess a Bachelor’s degree; Master’s degree or equivalent postgraduate qualification is preferred.
  • Over 15 years of work experience, including a minimum of 7 years in management.
  • Knowledge of human capital development, project management techniques, quality assurance, training and development.
  • Relevant experience in the construction industry.
  • Demonstrated effective leadership characteristics and behaviours.
  • Positive working attitude, strong sense of integrity, result‑oriented and capable of working under tight deadlines.
  • Good command of written and spoken Bahasa Malaysia and English.
  • Good presentation and communication skills with the ability to interact with all levels.
  • Willingness to work longer hours, in a fast‑paced environment and travel as required.
  • Ability to manage and build positive relationships with stakeholders and influence industry leaders effectively.
  • Excellent interpersonal, negotiation, analytical and decision‑making skills.
  • Proven verbal communication skills for engaging diverse audiences and presenting to the Board of Directors.
  • Capability to manage and monitor multiple projects in line with strategy and proven project‑management skills.
  • Proficient computer skills in word processing, financial management, electronic mail and the Internet.
  • Willingness to be based in Kota Kinabalu, Sabah.
  • Own transport with a valid driving licence and willingness to travel.
Contract

This is a contract‑based position for 2 years, with consideration for absorption into a permanent role if suitable.
