JOB SUMMARY
To plan and monitor the water sampling activities by Sampling Team including to set up monthly and yearly sampling schedule. He/she will ensure the sampling team carry out water sampling as per required and liaise with laboratory for sampling activities. He/she also will implement the SAMM ISO/IEC 17025 among sampling team, develops and/or implements quality assurance/quality control programmer.
KEY DUTIES AND RESPONSIBILITIES
Laboratory Documentation
- Responsible to setup documentation related to sampling method, operation, and work instruction.
- Review and assist with updates of manual and method updates.
- Prepare water sampling schedule for sampling team
- Responsible to setup form, worksheet, checklist, and others based on current laboratory practice.
- Establish and update technical requirement related to analysis such as measurement uncertainty, method validation, quality control and others.
- Responsible to retain document, worksheet, form, checklist, and others.
Sampling Team Analysis and Quality Control
- Approved Signatories for in-situ analysis assigned by management
- Perform case analysis for accreditation of new method
- Ensure the in-situ analysis follows selected methods and SOP’s.
- Ensure the QA/QC for in-situ water analysis is performed well
- Apply root cause and corrective action concepts when resolving problems with analysis.
- Perform water analysis meeting priorities of holding time, capacity, capability, and quality control.
- To ensure the use of sampling bottle with the correct preservative and sufficient to be used by sampling team.
- To ensure `mobile tab’ used by sampling team sufficient, good condition and operate well
- To ensure chemical and reagent to conduct analysis is sufficient.
- Report violation notice.
- Evaluate sampling team proficiency and competency in performing in-situ analysis and water sampling.
- Ensure the water quality is in accordance with the specifications set by Ministry of Health (MOH)
- Investigate the root cause when there is a violation of water quality by performing analysis in laboratory or in-situ
- Assist in any operation-related especially concerning the water quality as a team by collaborating with other departments
- Appointed Technician (Sampling) to handle, manage and ensure the analysis conducted properly using portable test kit according to ISO17025 criteria.
- Able to operate other instrument such as IC, ICPMS, GCMS, TOC, Auto Analyzer and others.
Maintenance of Sampling Team Operation
- Custodian and responsible for the operation and maintenance of in-situ analytical instruments and other necessary equipment including purchasing the consumables and spare parts of the equipment.
- To ensure all portable test kit calibrated, qualified and maintained for use.
- Report any Water Sampling Station problem or any unsafe condition reported by sampling team to WQS Section
- To ensure inventory for portable equipment, chemical, test kit and others is updated.
- Possess knowledge for the operation and maintenance of TOC analyzer, GC-MS, ICP-MS, CFA and other lab equipment
- Manage laboratory equipment using Total Asset Management System (TAMS) and Work Asset Management System (WAMS)
Accreditation
- Meet criteria for accurate and precise data in an organized, legible, and consistent manner.
- Meet quality control criteria as established by ISO 17025 and lab management.
- Meet ethical requirements as established by ISO 17025 and lab management.
LIMS System
- To maintain, troubleshoot and update LIMS system according to current requirement and analysis.
- To ensure testing report released within agreed “Turn Around Time”.
Support Activities to the Operation & Maintenance of WTPs labs and Water Reclamation Plant (WRP)
- To assist in ensure that the Laboratory Assessment Programmed of all WTPs is carried out and prepare the reports to the management.
- To organize, arrange and manage Proficiency Test Program of WTP Labs, Network Remediation, Network Inspection and C&W.
- To assist and advise Plant Management and Regional Offices for the procurement of laboratory equipment, apparatus, chemical and laboratory reagents.
- To assist the assessment programmed for treatment process chemicals used at WTPs is conducted as schedule.
- Responsible for on-site pollution investigation and plant monitoring during plant shutdown and report the monitoring result to the respective personnel relating to the event.
- To assist in analyze and advice WTP Management and Regional Offices on the action taken for any repeated violation, e.g., Aluminum Tracking Program.
- To assist in advice and organize water treatment process improvement that related to water quality. e.g.,
- Trial of new coagulant at WTP’s Process and New available technology in market such as UV Disinfection System.
- To assist in monitor budget and procurement document for reagents and consumables of regional laboratory and sampling team.
- To assist in analysis of sample from WRP comprises of sample from raw water sample (influent), in process until treated water (TPO and distribution).
Administration
- To assist in submission of water quality report to the management.
- Responsible for the preparation and administration of contracts for water quality testing services by independent laboratory testing and laboratory consumables/reagents etc for use at WTPs and Regional Lab.
- Responsible for ensuring contract renewal or new contract to be awarded prior to the expiry date.
- Responsible for preparation and checking of all purchases and payment related to the laboratory reagent/equipment and independent laboratory testing.
- To assist in preparing the Sampling & Laboratory Budget.
- Responsible to identifying training needs of sampling staffs, and to conduct training programmed where appropriate.
- Help in ensure regional Laboratory Activities Report submitted every month.
- To monitor the WAMS status for all laboratories instruments at WTP, Distribution Region and Laboratories in ensuring the status is up to date and information is accurate.
Administration (HCM System)
- To prepare and update roster in HCM System.
- To monitor, check and verify overtime and any benefit claims for all staff supervised.
- To monitor and verify absence of staff supervised in HCM System.
Miscellaneous
- To involve in the development and implementation of Quality Management System and other management tools initiated by the company such as ISO 9001:2008, ISO 18001:2007, ISO 14001:2004, ISO 22301:2012, ISO 55001:2014, ISO 27001:2013 & ISO 37001:2016.
- To ensure proper disposal of schedule waste is implemented in the laboratory.
- To ensure proper PPE is implemented during analysis.
- To ensure safe working condition implemented.
- Involve in water quality analysis report and reporting to WQ management.
- To represent the Company at various external meetings related to the water quality upon instruction by the Management.
- Responsible for delegates on-site pollution investigation and plant monitoring during plant shutdown and report the monitoring result to the respective personnel relating to the event.
- To perform other duties assigned from time to time as and when required by the Management/ Superior.
- Bachelor’s Degree in Science; Chemistry, Industrial Chemistry, or related science.
- 2 years analytical laboratory experience, preferred
- Familiar with APHA Standard Methods and able to learn/perform laboratory procedures.
- Proficient and knowledgeable in classical and current water analysis techniques.
- Ability to handle tight deadlines and maintain composure under stress.
- Participate and contribute to the team atmosphere.
- Able to handle hazardous chemicals knowledgeably and safely
