A facilities management company in Malaysia is looking for a Building Manager familiar with strata property management and Act 757. Job description
BUILDING MANAGER (STRATA PROPERTY - FAMILIAR WITH ACT 757; SMA 2013)
  1. To conduct daily rounding at the common areas, i.e. basements, car parks, corridors, gardens, lifts, outbuildings, pump rooms, roads, swimming and wading pools, etc to ensure all are in proper and good order.
  2. To determine whether repairs or maintenance are needed after the daily roundings.
  3. To ensure landscapers and cleaners clean the gardens, cut the grass and hedges and pick up rubbish on the roads.
  4. To monitor boom gates are in working condition.
  5. To supervise and monitor contractors that are doing repair or renovation works.
  6. To ensure that all service contract works are carried out in accordance with the work specifications in the contract.
  7. To familiarise with all operational systems including creation of access cards, CCTV recording and troubleshooting of certain softwares.
  8. To ensure that the building operation system is fully implemented and complied with.
B. Management
  1. To LEAD the site.
  2. To ensure attendance of all contractors, i.e. Guards, landscapers, cleaners etc. are properly recorded and ensure credit notes are given if attendance are tardy;
  3. To coordinate and monitor day-to-day | monthly maintenance duties/activities with the maintenance team and contractors | subcontractors | suppliers | agents, etc.
  4. To ensure close circuit television (CCTV) are always in working condition.
  5. To attend to COB meetings and Strata Management Tribunals, if required by the client or the company to represent.
  6. To ensure and monitor all contracts, insurances and licenses, if any, are promptly renewed by having a list of start and expiry dates. The renewal process must start at least two months before expiry.
  7. To ensure that all service contracts are properly documented.
  8. To assist the Property | Operations Manager in liaising between the various parties e.g. the Joint Management Body (JMB) | Management Corporation (MC) committee | Developer Management Period, owners/residents, suppliers, service providers, local authorities, etc.
  9. To attend to complaints on operational matters by residents tactfully and professionally and take appropriate rectification actions according to procedures herein.
  10. To check draft incident reports on any incidents that occur on site for approval by the Property | Operations Manager.
  11. To assist the Property | Operations Manager to devise and implement emergency evacuation procedure in the building.
  12. To carry out evacuation drill, periodically or as required.
  13. To submit daily and monthly reports to the Property | Operations Manager on operations of the building and highlighting problems or defects that need attention.
  14. To devise a job requisition or complaint forms for use by occupants in the building for minor maintenance works.
  15. To assist the Property | Operations Manager in devising additional by‑laws (house rules) for the building and to ensure that these rules are adhered to by all occupants and parcel owners in the building.
  16. To work with the Finance Manager from HASB Group office to prepare the year budget.
  17. To be responsible and accountable to keep updated stock inventory of maintenance tools, electrical items, parts and consumables.
  18. To monitor and ensure that all licenses are renewed on/before due dates.
  19. To monitor and ensure that all service and maintenance contracts are reviewed on/before due dates.
  20. To ensure that up-to-date property particulars, drawings and list of inventories in the building are available at all time.
  21. To hand all daily collections to the Admin and Accounts Executive.
  22. To immediately take photo of the cash/cheque and receipt, per collection, and WhatsApp to management’s internal group chat.
  23. To ensure all invoices, amendments to invoices, requisition orders etc are approved by the Operations Manager and/or Finance and Admin Manager of HASB Group assigned to the site. HASB Group shall hold and prepare the cheques besides preparing payment vouchers.
  24. To ensure all parts of this SOP are enforced without fail.
  25. To set meeting dates for the committee for the committee meetings (maximum interval is 60 days), AGMs (maximum interval is 15 months, subjected to every year) and EGMs.
  26. To take lead during committee meetings and have the minutes recorded and drafted for client’s approval.
  27. Any other jobscope as per requested by management from time to time.
REQUIREMENTS
  • Candidate must possess at least Professional Certificate, Diploma/Advanced/Higher/Graduate Diploma, Bachelor’s Degree/ Post Graduate Diploma/ Professional Degree in Real Estate Management, Business Studies, Administration or equivalent.
  • At least 3-5 years of relevant working experience and have good exposure to property operational activities, strata property, familiar with Act 757.
  • Knowledge of lease terms, specifications and tenancy policies is an added advantage.
  • INDEPENDENT, resourceful, quick learner with good interpersonal and communication skills.
  • Strong MULTI-TASKING ability with good attention to details and DEADLINES.
  • Strategic thinker with an analytical mind and strong PROBLEM‑SOLVING skills.
  • Required language(s): English, Bahasa Melayu.
