Job description

The Projects Portfolio Cost Engineer scope involves supporting the delivery of consistent and appropriate cost management structures/tools/processes for Portfolio of small Capital Projects (site) throughout all the phases.

What you’ll be doing

The role supports the delivery of standardized cost management processes and tools for a portfolio of small capital projects across all phases. Key responsibilities include:

  • Cost Structure Development: Assist in creating and implementing Cost Breakdown Structures (CBS), Work Breakdown Structures (WBS), and estimate breakdowns for capital projects.
  • Systems & Reporting: Manage GSAP network creation, purchase order generation, monthly cost reporting, productivity tracking, and time-writing exceptions.
  • Cost Control & Forecasting: Embed Shell cost control processes, including commitment capture, VOWD, cost forecasting, earned value management, and variance analysis. Prepare and review cost reports with budget holders.
  • Change & Contingency Management: Maintain accurate forecasts, manage trends and contingency drawdowns, and ensure linkage between change and contingency processes.
  • Contractor Performance Monitoring: Track work-hour consumption and costs against contractual targets, identifying deviations and corrective actions.
  • Continuous Improvement: Support process standardization and improvement initiatives for effective cost control.
  • Collaboration & Compliance: Work virtually with global stakeholders, comply with safety programs, and adapt to diverse cultural and time zone environments.
What you bring
  • Education & Certification: Degree in Engineering or certification as a Cost Engineer, or equivalent professional experience.
  • Industry Experience: 2–4 years in refinery or petrochemical environments with a focus on cost engineering and cost controls for capital project portfolios.
  • Technical Expertise: Strong knowledge of project controls systems, tools, and practices within the Oil & Gas industry; proficiency in SAP/GSAP, Ecosys, Excel, PowerPoint, Word, and Outlook.
  • Skills: Excellent analytical, communication (oral and written), report‑writing, and presentation skills; ability to work effectively in teams and build consensus with a customer‑focused approach.
  • Additional Advantage: Background in Oil & Gas maintenance and operations.
  • Leadership: Demonstrated ability to lead, collaborate virtually across global teams, and resolve business and technical issues.
