The Assistant Manager, Safety & Security supports the Facilities Manager in planning, coordinating, and overseeing all safety, security, and safeguarding operations across the campus. The role ensures compliance with statutory requirements and school policies, leads the security team, supports emergency preparedness, and maintains a safe and secure environment for students, staff, visitors, and contractors.

Security Management
  • Provide overall leadership of daily security operations to ensure full coverage and compliance with school safeguarding requirements. Supervise and manage Security Executives, Security Supervisors, Campus Wardens, and security personnel, ensuring duties are performed in accordance with approved Standard Operating Procedures (SOPs).
  • Assist in reviewing, developing, implementing, and continuously improving security policies, procedures, standing orders, and access control protocols in line with school requirements and regulatory standards.
  • Monitor the performance and effectiveness of security operations, identify gaps or risks, and implement corrective and preventive measures. Oversee the management and integrity of access control systems, including visitor management, contractor access, passes, and vehicle control, ensuring authorised access only.
  • Provide oversight of surveillance systems, including CCTV and alarm systems, ensuring proper monitoring, data integrity, and timely response to security alerts or incidents.
  • Review and validate security incident reports, investigations, and follow‑up actions, ensuring timely escalation of critical issues to the Facilities Manager and school leadership. Lead and coordinate responses to security breaches, thefts, unauthorised access, and other security‑related incidents, including liaison with external authorities when required.
  • Manage, monitor, and evaluate the performance of all Campus Wardens, ensuring accountability, compliance with duties, and consistent service standards across shifts.
  • Ensure regular security inspections, audits, and operational checks are planned, conducted, and documented, with findings tracked to closure.
  • Prepare, analyse, and submit weekly and monthly safety and security reports, including trends, risk analysis, and recommendations, to the Facilities Manager. Act as the operational point of escalation for security matters and support continuity of operations in the absence of the Facilities Manager.
Risk Assessment and Incident Management
  • Lead and oversee campus‑wide safety inspections and risk assessments for buildings, playgrounds, and facilities, ensuring risks are identified, prioritised, and mitigated effectively.
  • Ensure full compliance with local statutory requirements and relevant international safety standards, including fire safety, evacuation procedures, and emergency preparedness.
  • Review, approve, and monitor the implementation of risk mitigation measures and corrective actions arising from inspections, audits, and incident investigations.
  • Oversee the development, delivery, and effectiveness of safety training programmes, including first aid, emergency response, fire safety, and incident management, ensuring staff competency and readiness. Review, validate, and authorise incident, accident, and near‑miss reports, ensuring root‑cause analysis is conducted and recommendations are implemented within agreed timelines.
  • Monitor trends and recurring issues from incident data and risk assessments, and recommend preventive measures and policy improvements to the Facilities Manager. Plan, coordinate, and supervise emergency drills, including fire drills, lockdowns, and evacuations, in collaboration with school management and external authorities.
  • Evaluate the effectiveness of drills and emergency responses, prepare post‑drill reviews, and ensure identified gaps are addressed. Ensure accurate maintenance of safety and incident records for audit, compliance, and reporting purposes.
Emergency Preparedness and Response
  • Support the development, implementation, and periodic review of emergency response plans, including fire, lockdown, evacuation, medical emergencies, natural disasters, and security threats, ensuring compliance with established procedures and assisting in coordination of preparedness activities.
  • Assist during emergencies by supporting timely decision‑making, facilitating clear communication, and helping coordinate response actions to ensure effective incident management.
  • Coordinate and maintain strong working relationships with external emergency authorities, including the Fire and Rescue Department, Police, Medical Services, and relevant government agencies.
  • Ensure emergency response equipment, systems, and facilities (fire extinguishers, alarms, emergency lighting, first aid kits, AEDs, communication systems, etc.) are regularly inspected, maintained, and fully operational.
  • Lead and oversee investigations into accidents, security incidents, and near misses, ensuring root‑cause analysis is conducted and corrective and preventive actions are implemented. Assist in coordinating and facilitating regular emergency drills, including fire drills and lockdown exercises, by supporting school leadership, staff, and relevant authorities, and ensuring that drills are conducted according to established procedures.
  • Evaluate the effectiveness of emergency drills and real incidents, prepare post‑incident and post‑drill reports, and ensure identified gaps and lessons learned are addressed.
  • Ensure all emergency response activities are documented and reported in accordance with school policies and regulatory requirements. Support business continuity and operational resilience by ensuring emergency preparedness measures are embedded into daily security operations.
Team Leadership & Development
  • Assist in planning and oversee comprehensive training programs for security personnel, ensuring high‑level competency in advanced safety protocols, legal compliance, and emergency response.
  • Strategise manpower distribution and resource allocation to optimise operational efficiency, ensuring that scheduling aligns with risk assessments and institutional needs.
  • Lead operational performance reviews and strategic briefings with security staff to transform feedback and incident data into actionable improvements for site safety.
  • Collaborate with the Safety Committee and department heads to integrate security culture among students, staff, and external stakeholders.
Reporting & Documentation
  • Analyse incident trends and data to produce high‑level security reports, providing strategic recommendations to senior management for long‑term risk mitigation. Establish and audit the record‑keeping framework for all safety drills, inspections, and compliance audits to ensure the organisation remains "audit‑ready" at all times.
  • Act as the primary liaison for local authorities and regulatory bodies, managing all documentation required for safety and security compliance and legal certifications.
  • Oversee the integrity and management of security logs (visitor, access, and CCTV), ensuring data privacy compliance and implementing systematic improvements to tracking methods, review and finalise all incident reports submitted by the security team, ensuring accuracy before escalation to the Head of Department or Safety & Security Committee.
Collaboration and Coordination
  • Maintain and manage strategic partnerships with local law enforcement, fire departments, and emergency services to lead joint training exercises and ensure full regulatory compliance.
  • Advise and collaborate with the school management team to integrate safety and security policies into the institution’s long‑term strategic goals and operational planning.
  • Assist managing vendor performance and service level agreements (SLAs) for performance and record purposes.
Health & Safety
  • Serve as the appointed Safety & Health Coordinator and primary competent person and liaison for local authorities including DOSH/JKKP, to ensure institutional compliance with the OSHA 1994 (Amendment 2022).
  • Assist continuous compliance with fire safety standards, emergency lighting functionality, and hazard‑free evacuation routes in accordance with BOMBA regulations.
  • Assist in managing statutory inspections and certifications, ensuring all machinery, lifts, and LPG are registered and hold valid certificates of fitness (CF/PMA/PMT) from DOSH, while ensuring organisational compliance with relevant Acts, local authorities, fire codes, and workplace health and safety regulations to mitigate legal and operational risks.
  • Facilitate workplace inspections, investigate accidents and ensure all findings are documented and rectified to prevent recurrence.
  • Take the lead of Safety Data Sheets (SDS) and Chemical Management, ensuring that any hazardous substances used by contractors or staff are handled according to JKKP guidelines and lead the periodic review and revisit of security protocols, utilising threat assessments and data analysis to adapt to evolving safety risks and environmental changes.
Safeguarding Exercise
  • Oversee and conduct all the required safeguarding training and briefing to the contractor or third parties.
  • Oversee the needs of safeguarding in daily operations.
Access Control and Surveillance
  • Develop and audit access control protocols to govern campus entry points, ensuring that authentication systems are secure, updated, and aligned with institutional security policies.
  • Optimise surveillance system architecture by analysing coverage gaps and leveraging advanced monitoring technologies to proactively identify and mitigate security threats.
  • Manage the lifecycle and maintenance strategy for all security infrastructure, including CCTV, turnstiles, and alarm systems, ensuring maximum uptime and technical reliability through vendor management.
Additional Duties
  • Carry out duties assigned through the ticket system within the stipulated time, as well as any other tasks instructed by the FM Manager or Principal.
  • Adhere to the school's policies and procedures.
