Job summary

A leading organization in digital transformation is seeking a Human Resource Development Manager in Cyberjaya, Malaysia. The role focuses on managing learning and development initiatives, performance management, and employee engagement activities. Ideal candidates will have a Bachelor’s degree in HR and significant experience in L&D. Strong communication and leadership skills are essential for success in this position.

Qualifications

  • Min 7–8 years of experience in Human Resources specializing in Learning & Development, with at least 2 years in a managerial position.
  • At least 3–5 years of working experience in the Learning & Development area.

Responsibilities

  • Manage overall learning and development initiatives for all employees.
  • Conduct Training Needs Analysis and budgeting for L&D activities.
  • Develop and manage Learning Management Systems to collate data.
  • Plan and execute staff engagement initiatives.

Key Accountabilities

Provide human resource development expertise, particularly in learning and development, as well as performance management to help drive effective people strategies for business needs.

Job Summary
  1. Responsible for the overall learning and development initiatives for all employees
  2. Conduct Training Needs Analysis and budgeting for annual L&D activities
  3. Conduct onboarding programs for all new hires.
  4. Manage and administrate performance management processes throughout the organization. Drive performance development activities to promote a performance-oriented culture.
  5. Identify and develop career succession and development plans for identified talents within the organization
  6. Manage, promote, and curate learning path through the eLearning platform
  7. Manage the design and implementation of Company's talent transformation programs.
  8. Develop and manage Learning Management Systems to collate data.
  9. Administrate HRDF facilities for the organization.
  10. Continually monitor and review HR Development systems, policies, and procedures, recommending and implementing improvements where appropriate and in compliance with regulatory requirement
  11. Establish a training evaluation structure that allows for measurement, evaluation, and corrective actions of the program effectiveness.
  12. Manage Protege and interns development programs
  13. Administrate Risk Management and Business Continuity program.
  14. Provide strategic solutions to the Management Team on human resource development-related matters.
Employee Relations / Staff Engagement
  1. Plan and Execute Staff Engagement Initiatives, such as organizing and coordinating employee engagement activities (e.g., town halls, team-building events, appreciation days, wellness programs).
  2. Coordinate employee recognition programs (e.g., long-service awards, employee of the month
  3. Develop and Implement Engagement Strategies - design and execute staff engagement initiatives aligned with organizational culture and strategic goals.
Qualification
  • Candidate must possess at least a Bachelor’s degree in Human Resource Management or equivalent
  • Min 7–8 years of experience working in Human Resources specializing in Learning & Development and with at least 2 years in a managerial position.
Desired experience/exposure
  • At least 3–5 years of working experience in the Learning & Development area.
  • Fluent verbal and written communication skills in English & Bahasa Malaysia.
