- Lead and integrate talent acquisition, recruitment, performance management, and organizational review functions within the organization; develop and implement strategies to attract, assess, and retain top talent; evaluate and optimize organizational structure, processes, and performance to drive efficiency and alignment with strategic objectives; build a high-performing workforce and foster a culture of continuous improvement and innovation.
 - Develop and execute comprehensive talent acquisition strategies to attract, assess, and hire top talent aligned with the organization's goals and objectives, including workforce planning, employer branding, sourcing, recruitment marketing, and candidate engagement initiatives.
 - Manage end-to-end recruitment processes, including manpower budgeting, job requisition management, candidate sourcing, screening, interviewing, selection, offer negotiation, and onboarding, ensuring efficiency, effectiveness, and compliance with legal and regulatory requirements.
 - Coordinate and administer recruitment processes including foreign worker-related matters and provide administrative support to the team on daily activities to ensure smooth operations.
 - Handle government-related responsibilities by entertaining requests from labor departments, immigration, MIDA, etc., providing the information required.
 - Manage foreign worker application quotas by liaising with agencies and hiring managers to ensure compliance with government rules and regulations.
 - Oversee recruitment of foreign workers in collaboration with Manpower Supply Company, from recruiting and staffing activities through onboarding, and monitor attendance records for employees/foreign workers/sub-labor.
 - Perform periodic audits on foreign workers management with Manpower Supply Company on accommodation and related aspects.
 - Oversee submission of foreign workers/expatriates audit documents, tax clearance documents, and follow up on claims and reimbursements.
 - Address issues pertaining to foreign workers' embassies, KDN, Immigration, Fomema, etc.
 - Ensure Manpower Supply Company renews passports and permits updated according to SOCSO, LHDN, banks, and Fomema.
 - Implement performance management frameworks, processes (KPI setting, assessment, troubleshooting, calibration) and tools to set clear performance expectations, assess employee performance, provide feedback, and support development and career progression.
 - Conduct comprehensive reviews of organizational structure, processes, roles, and responsibilities to assess alignment with strategic objectives and recommend changes to optimize efficiency, effectiveness, and agility.
 - Analyze talent acquisition, recruitment, performance management, and organizational review data, metrics, and trends to assess organizational performance and make data-driven recommendations to enhance productivity, engagement, and retention.
 - Collaborate with department heads and stakeholders to align talent strategies with organizational goals, priorities, and values, fostering strong relationships and effective communication.
 - Stay updated on best practices, trends, and emerging technologies in talent management, performance management, and organizational development; identify opportunities for process improvement, innovation, and efficiency to drive organizational excellence.
 - Ensure compliance with legal and regulatory requirements related to talent acquisition, recruitment, performance management, and organizational review, and mitigate risks related to employment laws, data privacy, and organizational change.
 
Job Requirements
- Bachelor’s degree in Human Resource Management or related field.
 - 5 years of relevant working experience in Human Resources or a similar role.
 - (Expertise in recruitment of workers at mass scale including handling new and renewal applications of foreign workers)
 - Experience handling government departments such as the Labor Department, ensuring smooth processes.
 - Well-versed in Malaysia Employment Act 1955, International Labour Organization (ILO) and Responsible Business Alliance (RBA).
 - Good interpersonal skills; ability to communicate clearly in writing and speaking.
 - Detailed knowledge of relevant systems, equipment, processes and procedures.
 - Experience in managing a Performance Management System.
 - SAP system experience is an added advantage.
 - Demonstrates creativity, openness to ideas and collaboration in decision-making.
