Job description
JOB PURPOSE

To manage and oversee the end-to-end procurement and contract management process from tender planning to post-award administration ensuring cost efficiency, transparency, and compliance with company policies, procedures, and statutory requirements. The role supports strategic sourcing and continuous improvement in procurement governance and vendor performance.

JOB RESPONSIBILITIES
  • Plan, lead, and execute procurement activities for goods, services, and works in line with company objectives and approved procurement strategies.
  • Analyze market trends, pricing, and supplier capabilities to ensure value-for-money procurement decisions.
  • Develop and manage annual procurement plans, ensuring timely execution and alignment with operational and project requirements.
  • Support category management and implement strategic sourcing initiatives for key materials and services.
  • Coordinate end-to-end tendering processes including preparation of tender documents, evaluation criteria, and bid clarifications.
  • Ensure tender exercises are conducted fairly, transparently, and in accordance with company governance and procurement policies.
  • Facilitate tender evaluation committees, review submissions, and prepare recommendation papers for management approval.
  • Conduct vendor negotiations to achieve optimal commercial and technical terms.
  • Draft, review, and finalize contract documents in collaboration with legal and relevant departments.
  • Monitor contract performance, compliance, and timelines to mitigate contractual and operational risks.
  • Manage contract variations, extensions, and terminations as per governance processes.
  • Maintain a centralized contract database and ensure contract-related documentation is complete and auditable.
  • Collaborate with Vendor Management Unit (VMU) to assess supplier capability, performance, and compliance.
  • Participate in supplier performance evaluations and identify areas for improvement and development.
  • Support the resolution of vendor disputes and performance issues in coordination with relevant departments.
  • Contribute to vendor development initiatives to strengthen the supplier base, particularly SME and Bumiputra vendors.
  • Ensure full adherence to corporate procurement policies, procedures, and Anti-Bribery Management System (ABMS) requirements.
  • Support internal and external audits, providing accurate records and justifications as required.
  • Prepare procurement and contract management reports (e.g., tender status, contract register, cost savings analysis).
  • Identify process gaps and recommend improvements to enhance efficiency and control.
  • Supervise and guide procurement executives/officers to ensure timely and quality deliverables.
  • Provide mentorship and training to enhance team competency in procurement and contract management.
  • Promote a culture of accountability, integrity, and continuous improvement within the department.
  • Strong understanding of procurement governance, contract law, and negotiation techniques.
