Job summary

A leading oil and gas company in Kuala Lumpur is seeking a Procurement Advisor to manage and execute procurement activities in line with industry standards. Applicants must have over 10 years of relevant experience, including at least 5 years in upstream oil & gas. The role includes advising on contract management and ensuring compliance with procurement standards. Familiarity with Malaysian industry practices is an advantage.

Job description
KEY OBJECTIVES
  • To coordinate the implementation of the purchasing activities for PTTEP throughout the entire procurement cycle, in accordance with Company Policy and PETRONAS Procurement Standard.
  • To provide effective and efficient procurement deliverables in-line with Company’s and PETRONAS’ standards and procedures.
  • To provide advice on contract management issues related to procurement and contractual terms during contract execution.
  • To provide coaching and mentoring to the Team Members.
PRINCIPAL ACCOUNTABILITIES
  • As Advisor, Procurement and Contracts, responsible for supervision, coordination and execution of purchasing plan and contract management strategies in an effective manner.
  • Ensure timely completion of new contracts and post award activities.
  • Ensure standards of compliance, ethics, fairness in procurement activities are maintained, seek to up-hold and enhance the integrity of the procurement process as well as maintain strict confidentiality of documents pertaining to procurement.
  • Provide coaching and mentoring to the teams and integrating their efforts to maximize operational productivity as well as conducting procurement analysis, supply risk assessments, demand and supply market analysis etc.
  • Act as focal point for matters related to procurement for both internal and external stakeholders.
  • Other related matters as assigned or instructed by Head of Procurement and Contracts
KEY AUTHORITIES
  • As Advisor, Procurement and Contracts, accountable for supervision and execution of purchasing plan and contract management process.
  • Ensuring that all activities comply with all Company, PETRONAS, and Government requirements and regulations.
PROCUREMENT RESPONSIBILITIES
  • Plan, coordinate and administer procurement and contract management activities to meet specified required dates.
  • Initiate, perform, and manage all efforts on procurement process covering pre- award and post award activities.
  • Implement and uphold procurement procedures, standards and systems required in administering the procurement efforts.
  • Initiate activities related to sourcing, enquiry, technical & commercial evaluation, recommendation, ordering in an efficient and cost-effective manner.
  • Ensure most appropriate procurement strategy, technical evaluation criteria, commercial evaluation criteria, and award strategy are implemented.
  • Prepare Pre-Qualification/Screening, Tender Plans, Invitation To Bid Documents, Evaluation Reports, Award Recommendations and Award Document.
  • Liaise with internal and external stakeholders.
  • Seek PETRONAS/Approving Authority approval of Tender Plans, Technical/Commercial Evaluation Criteria, Technical Evaluation Reports, Techno-Commercial Evaluation Reports and Award Recommendation Reports.
  • Initiate and prepare reporting for Contract Monitoring (PCM), Master Procurement Plan (MPP) and any other reports as required.
  • Initiate and prepare reports on local content/foreign split and participation by contractors, as required.
  • Advise the company on PETRONAS/government procedures, rules and regulations in a Malaysian operating environment on procurement related activities.
  • Act as focal point on all procurement matters and interfacing with User Departments and coordinating all related activities.
QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s Degree or equivalent/higher
  • Minimum of 10 years of relevant working experience in relevant field
  • Minimum 5 years’ experience in the upstream Oil & Gas industry
  • Proficient in MS Office and SAP modules (added advantage)
  • A sound knowledge of PETRONAS Procurement Standards.
  • Familiarity with the Malaysian upstream oil & gas industry
