Department: Medical Center Operations

Job Summary

The Medical Operations Manager is responsible for leading and overseeing all non-clinical aspects of the center's operations to ensure smooth, compliant, and efficient functioning. This role involves managing daily workflows, supporting medical staff, driving operational excellence, and ensuring full compliance with local healthcare regulations, including licensing, permits, and Kuwait Labor Law requirements. The Medical Operations Manager will work closely with the Medical Director and department heads to implement strategic goals, improve patient experience, and ensure the operational readiness of the center at all times.

Key Responsibilities
Operations Management
  1. Ensure the effective and efficient day-to-day operations of the center, including scheduling, staffing, and administrative workflows.
  2. Develop and implement operational policies, procedures, and performance standards across departments.
  3. Monitor clinic equipment, supplies, and facility maintenance to ensure optimal functionality.
  4. Oversee the implementation of health information systems and administrative software.
Licensing, Compliance & Legal
  1. Ensure all operational aspects of the center are in full compliance with Kuwait Ministry of Health (MOH) regulations.
  2. Handle the center’s licensing, staff credentialing, and renewals in coordination with regulatory authorities.
  3. Liaise with relevant government bodies regarding permits, healthcare laws, labor regulations, and inspections.
  4. Maintain up-to-date knowledge of Kuwait Labor Law and apply it to staff management and clinic practices.
Team Leadership & Human Resources
  1. Lead, support, and supervise administrative and non-clinical staff across the center.
  2. Manage staff onboarding, scheduling, attendance, and compliance with internal HR policies.
  3. Address employee concerns and ensure fair application of labor policies and disciplinary procedures in line with Kuwaiti law.
  4. Identify training needs and facilitate ongoing professional development.
Patient Experience & Service Delivery
  1. Ensure smooth patient flow, high service standards, and positive patient experiences.
  2. Resolve patient complaints or service disruptions promptly and professionally.
  3. Implement quality control measures across all customer service touchpoints.
Financial & Administrative Management
  1. Manage operational budgets, procurement processes, and center-related expenditures.
  2. Oversee insurance processes, billing systems, and cost controls.
  3. Prepare and analyze operational and financial reports for management review.
Strategic Planning & Business Support
  1. Support the Medical Director in strategic planning, business development, and implementation of new services.
  2. Identify opportunities for operational improvement and cost efficiency.
  3. Assist in marketing initiatives and partnership opportunities to enhance center visibility and patient reach.
Communication & Reporting
  1. Maintain open communication with leadership, staff, and external stakeholders.
  2. Prepare reports, operational summaries, and documentation required for internal and regulatory purposes.
  3. Act as the key point of contact for vendor relations, facility services, and government liaisons.
Qualifications and Skills
Education

Bachelor’s degree in healthcare management, business administration, or a related field. A Master’s degree is an advantage.

Experience

Minimum of 5 years of experience in healthcare operations, medical center, hospital or clinics management in Kuwait.

Strong understanding of Kuwait Labor Law, MOH licensing procedures, and government healthcare regulations.
