Overview
This position at the Telecom company is responsible for leading and managing all government tendering and bidding activities, identifying opportunities, preparing competitive bids, ensuring compliance with government procurement regulations, and driving revenue growth through securing contracts.
Responsibilities
- Following up with current and prospective clients and achieving sales targets in both government and corporate sectors.
- Assuring renewed business plans and solving clients’ issues to match service levels.
- Handling government leads analysis and tender committee operation and weekly meetings.
- Ensure timescales are achieved at each step of the bid process, including all internal governance, while taking the initiative in setting realistic deadlines.
- Presales assistance with bidding processes and market experiences.
- Provision of government forecasts as per market announcements.
- Submitting best fitting technical and financial proposals to clients and as per received inquiries.
- Establishing market analysis and challenges to higher management.
- Discussing planned and issued tenders with CCO and higher management.
- Prepare Quarterly Business Target & conduct review meetings with Team Members.
- Provide significant market (changes/developments) information to CEO / CCO including major customer concerns.
- Provide Approval of New & renewal sales Contracts.
- Provide Approval of final Tender pricing.
- Preparation for costing & bid sheet for Tenders & major contracts.
- Prepare & Distribute Quarterly sales plan for team members.
- Prepare Training Plan for Team Members & communicate to HR Department.
- Ensure Lead, Opportunities, Tenders & Account Management in CRM is done by all Sales Managers & Assistant Managers.
- Review new Tenders & contracts from Periodic Tender Journals & recommend for purchasing.
- Approval of credit notes, invoice revision & corrections received from Finance department.
- Provide information to the team members on significant market developments, changes & needs.
- Lead the preparation, submission, and follow-up of bids and proposals in line with tender requirements.
- Coordinate with internal teams (technical, finance, legal, operations) to ensure accurate and compliant submissions.
- Develop pricing strategies and commercial proposals that balance competitiveness with profitability.
- Build and maintain strong relationships with government ministries, regulatory bodies, and key decision-makers.
- Provide regular reporting on tender pipeline, win/loss analysis, and market intelligence.
- Support long-term business development by identifying upcoming opportunities and influencing tender specifications.
Education
- Bachelor’s Degree in any related field or equivalent.
Skills, Experience and Requirements
- Languages: English and/or Arabic
- Experience required:
- PM/ITIL/CISA/CCIE/MCTIP/CCNP
- CA/CPA/DHR/DA
- Developing strategies that work to minimize financial risk.
- Analyzing market trends and competitors.
- Reports for Group Management.
