Job description

This role drives the overall strategy of the Directorate and oversees finance and investment operations. It achieves this by cascading strategic objectives to ensure sound and accurate financial reporting, well-informed board decision‑making, effective implementation of financial and investment strategies, and the development of sustainable budgets. Additionally, this role guides the procurement strategy, oversees the collection of shareholder contributions, evaluates and advises on investment strategies, and strives to optimize return on investment.

Key Duties & Responsibilities
Strategic Formulation
  • Guide the development and execution of the Finance & Investment Directorate's strategy in alignment with the organization’s short-, medium-, and long-term goals.
  • Develop and track primary goals, strategic objectives, KPIs, and business plans to ensure alignment with organizational strategy.
  • Develop the annual workplan and oversee implementation, monitoring, and review to ensure objectives are met within timelines.
Policies, Processes & Procedures
  • Oversee enhancements and updates to policies, systems, and procedures in line with best practices and relevant regulations.
  • Review and approve policy updates and ensure annual review and alignment with organizational and regulatory changes.
Financial Accounting
  • Oversee financial accounting policies and ensure compliance with IFRS, local GAAP, and statutory requirements.
  • Supervise financial closing processes and review management reports and statements.
  • Ensure accurate and timely financial insights and reports are provided to support executive and board decision‑making.
  • Coordinate with external and internal auditors to address audit findings and finalize audited statements.
  • Provide guidance on complex financial matters across departments and ensure consistency in accounting policies.
Financial Planning, Budgeting & Control
  • Lead the development of financial planning frameworks aligned with organizational initiatives.
  • Design effective financial control systems ensuring operational efficiency and adherence to budgets.
  • Lead the development of the annual master budget, consolidate directorate inputs, and present the finalized version to executive leadership and the board.
  • Monitor budget performance, review variances, and implement corrective actions when required.
Investment & Treasury
  • Assist in identifying diversified funding and investment opportunities to ensure long‑term sustainability.
  • Propose annual investment plans and oversee portfolio management across various asset classes.
  • Evaluate investment performance, risk exposure, and ensure proper asset allocation.
  • Manage liquidity and treasury operations to ensure cash flow adequacy and financial stability.
  • Maintain relationships with financial institutions, investment managers, and funding partners.
Shareholder Contributions Management
  • Maintain relationships with shareholder entities to ensure efficient contribution collection.
  • Oversee contribution cycles, ensure timely collections, and assess their impact on financial stability.
Procurement Management
  • Develop and implement procurement strategies aligned with organizational goals and regulatory requirements.
  • Oversee procurement processes including RFPs, vendor selection, and contract management.
  • Ensure transparency, compliance, and alignment between procurement plans and overall organizational strategy.
Continuous Improvement
  • Stay updated with evolving financial, investment, and procurement best practices.
  • Encourage innovation and continuous improvement across systems and processes.
  • Promote employee development and identify professional training opportunities.
People Management
  • Provide guidance and feedback to subordinates, ensuring alignment with strategic goals.
  • Oversee workforce planning, KPI development, and performance evaluations.
  • Recommend promotions, rewards, and adjustments based on performance outcomes.
Documentation & Reporting
  • Ensure timely, accurate, and compliant reporting as per organizational policies and standards.
  • Perform other related duties as assigned.
Health, Safety & Environment
  • Support contingency planning and ensure compliance with safety and sustainability measures.
  • Maintain adherence to all relevant health, safety, and environmental policies and controls.
Job Requirements
  • Master’s degree in Finance, Accounting, or Investment (equivalency required where applicable).
  • Professional certifications such as CIC, CA, CPA, CFA, or equivalent.
  • Minimum 12–14 years of experience within finance and investment.
  • Minimum 5–6 years in a senior leadership role.
