It serves as a key implementation agency for the Digital India programme, delivering Government-to-Citizen (G2C) services, digital literacy, and financial inclusion through a network of over 5.8 lakh CSC centres across the country.

Role Summary

The State Project Manager will be responsible for supporting the State Head in the effective execution, monitoring and scaling of CSC's e-governance, financial inclusion and citizen-centric digital services across Telangana.

The role will oversee district-level operations, coordinate with District Managers/field teams and the VLE network, and work closely with government departments, banking partners and other stakeholders to ensure successful implementation of various CSC initiatives.

Key Responsibilities

1. Project Execution & Operations

• Support the State Head in translating central and state mandates into district-level action plans.
• Oversee implementation and day-to-day operations of e-governance and digital service delivery projects across Telangana.
• Monitor KPIs, transaction volumes, CSC activation, service adoption and project performance.
• Identify operational gaps and implement corrective measures.

2. Government & Stakeholder Coordination

• Coordinate with Telangana Government departments, District Collectors and other government stakeholders.
• Support integration and implementation of state-specific schemes and services through the CSC network.
• Coordinate with banks, corporates, academic institutions and other partners for state-level initiatives and campaigns.

3. Team & VLE Network Management

• Provide operational guidance to District Managers, field teams and coordinators.
• Support and strengthen the VLE network across Telangana.
• Monitor VLE engagement, training, capacity-building and grievance resolution.
• Ensure effective implementation of field-level initiatives and organizational priorities.

4. Financial & Resource Management

• Assist the State Head in monitoring state-level budgets, fund allocation and financial reconciliation.
• Oversee administrative operations, asset management and resource deployment at the State Office, district offices and ASK Centres.
• Monitor utilization of resources and ensure operational efficiency.

5. MIS, Monitoring & Compliance

• Develop and review weekly, monthly and quarterly project performance reports.
• Track project milestones, risks, challenges and corrective actions.
• Ensure compliance with CSC policies, corporate governance standards and data security requirements.
• Provide analytical inputs to the State Head for strategic decision-making.

Required Qualifications

• Full-time Master's/Post-Graduate degree in Business Administration, Public Policy, Information Technology, Project Management or a related discipline.
• 9-12 years of overall professional experience in project management, operations or large-scale digital/social impact programmes.
• Minimum 4-5 years of experience in e-governance, public-private partnerships (PPP), ICT-led programmes or rural distribution networks.
• Experience in managing large field teams and geographically distributed operations will be preferred.

Required Skills & Competencies

• Strong understanding of the CSC ecosystem, Digital Public Infrastructure (DPI) and e-governance programmes.
• Good understanding of government processes and the socio-administrative landscape of Telangana.
• Strong stakeholder and government liaison skills.
• Excellent team leadership, project management and analytical abilities.
• Strong MIS and reporting skills.
• Ability to manage multiple projects and stakeholders simultaneously.
• Fluency in Telugu and English (written and spoken) is mandatory.
• Working knowledge of Hindi will be an advantage.
• Willingness to travel extensively across Telangana.
