Job Requirements
The Senior Manager, Quality & Commissioning owns QA/QC and commissioning execution across Zerra's India portfolio, commencing with the initial major project in Airoli/Dighe, Navi Mumbai. The role reports into APAC and applies the APAC QMS and Commissioning Framework across the India project portfolio.
The role owns ITP execution, NCR management, hold and witness point enforcement, commissioning sequencing and energisation coordination, IST/OAT support, and zero-defect handover to Operations across the India portfolio, with performance reported transparently into APAC.
Success is measured by zero quality defects transferred to Operations at handover, on-time IST/OAT completion, and a quality and commissioning function that contractors, OSE vendors and Operations trust as a rigorous, non-negotiable quality gate.
Responsibilities
QA/QC Execution & Contractor Accountability
- Implement the APAC QMS across the India portfolio, covering ITPs, hold and witness points and NCR management, enforced through active on-site inspection.
- Review and approve contractor and OSE vendor ITP submissions, ensuring compliance with design intent and Zerra DC standards before works proceed.
- Set and enforce construction-to-commissioning handover criteria across the India portfolio, with authority to reject systems that do not meet activation standards.
- Own the India NCR register end to end, ensuring zero-defect transfer to Operations at handover.
Commissioning Delivery & Energisation Sequencing
- Own commissioning programme milestones for the data centre buildings and campus substations, maintaining alignment with the master construction schedule and escalating float consumption before milestones are placed at risk.
- Sequence generator, UPS, switchgear, and cooling commissioning against confirmed utility/DISCOM availability, ensuring all activities run under approved Cx scripts and signed-off energisation authorisations.
- Support IST/OAT execution and hyperscaler/customer witness scheduling across the India portfolio, resolving OAT objections at project level before they escalated.
- Coordinate white space readiness and critical environment commissioning for each DC building as it reaches practical completion.
Design Coordination & Constructability Feedback
- Feed IST/OAT deficiencies back to the Design and Engineering team with root cause analysis, so they are closed in the design standard before the next DC building activates, preventing recurrence of the same defect on subsequent buildings.
- Review IFC drawings, technical submittals, and shop drawings for ability to commission before works proceed.
- Partner with the Design and Engineering team on India-specific constructability and commissioning sequencing constraints.
Reporting, Risk & Analytics
- Produce the monthly India quality and commissioning dashboard (NCR ratios, ITP compliance, punch list velocity, test pass rates), feeding into the APAC quality and commissioning dashboard.
- Own the India quality and commissioning risk register, providing risk opinions ahead of stage gate reviews with quantified schedule and cost exposure.
- Report quality and commissioning status, including deficiencies, honestly and without dilution into APAC and India governance forums.
Systems, Digitisation & Capability
- Own the India quality and commissioning technology stack (Aconex, digital ITP/NCR tracking), driving integration with programme management systems so decisions are made at source without delay.
- Build ITP, inspection, and handover templates designed to be scalable, not just compliant, as the portfolio scales across multiple projects and States across India.
- Identify AI/automation opportunities in defect pattern analysis and NCR trend detection, and propose them for adoption at portfolio level.
Stakeholder & Vendor Management
- Manage the interface with commissioning agents, QA inspection firms, and OSE vendors across the India portfolio, holding them to clear scope, deliverables, and performance accountability.
- Chair joint quality and commissioning reviews with contractors, OSE vendors, and, where applicable, hyperscaler/customer technical teams across the India portfolio.
- Represent India quality and commissioning performance at India construction governance forums and the APAC quality function.
Safety Leadership (Injury & Incident Free)
- Model IIF leadership behaviours in all site visits, quality inspections, and commissioning reviews; ensure activities are conducted under approved method statements with risk assessments and permit-to-work controls in place.
- Hold contractor quality teams, commissioning agents, and OSE vendors accountable to Zerra DC's safety standards; ensure HV switching, generator load testing, and fire suppression commissioning are executed by suitably qualified, authorised personnel only.
- Lead incident investigations for quality and commissioning activities across the India portfolio; drive root cause analysis and systemic corrective actions to prevent recurrence.
Experience, Skills and Competencies
Experience
- 8 to 10 years in quality management, commissioning, MEP/critical systems delivery, or mission-critical infrastructure, with direct site-based experience in India.
- Demonstrated management of construction QA programmes (ITPs, NCR systems, hold/witness points) and commissioning campaigns on hyperscale data centres, including IST, OAT, and formal operational handover.
- Deep technical knowledge of DC critical systems, including HV, generators, UPS, cooling (air and liquid), BMS/SCADA and fire suppression, with direct QA and commissioning experience across multiple system types.
- Demonstrated experience managing HV substation testing and energisation, including coordination with Indian DISCOMs and utility authorities.
- Fluency in English and Hindi, able to operate across Zerra DC's international leadership environment and direct contractor, vendor, and authority engagement in India.
Skills
- QMS development: ITP design, hold/witness governance, NCR management, and close-out tracking across complex construction programmes.
- Commissioning methodology: Level 1 to 5 protocols, IST/OAT planning, test script development, punch list management, and handover package preparation.
- HV and electrical systems: HV switching, protection relay testing, generator commissioning, and UPS/switchgear acceptance across Indian utility environments.
- Digital tools: Aconex, Procore, or equivalent for ITP management, NCR tracking, and commissioning close-out.
Desirable Qualifications / Professional Certifications
- Bachelor's degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, or Construction Management.
- Professional membership: Chartered Quality Institute (CQI), IET, Institution of Engineers India, CIOB, or PMI is desirable.
Competencies
- Solutions Mindset: Owns the India NCR register, commissioning schedule, and handover date; intervenes directly when the programme drifts and does not accept delay without a credible recovery plan.
- Technical Leadership: Commands the respect of contractor engineers, OSE vendors, and hyperscaler/customer acceptance teams through deep systems knowledge; makes technically sound decisions under programme pressure.
- Stakeholder Influence: Manages the India commissioning interface with precision, earning trust through transparency, holds the quality position under commercial pressure, and protects handover standards without damaging the customer relationship.
- Analytical Thinking: Uses defect trends, defect patterns, punch list velocity, and test pass rates to diagnose systemic issues before they become programme risks and to drive evidence-based decisions on contractor performance.
- Integrity & Ethics: Does not sign off on quality gates or commissioning milestones that have not been genuinely met, regardless of schedule pressure from any source.
