This is a leadership position, reporting to the Chief Program Officer (CPO) for policy and advocacy work. The Director Policy and Advocacy will have overall strategic and operational responsibility for the advocacy with key stakeholders such as MOHFW, National Programs, State Governments in service of the organization’s mission. The position is carved out to support policy advocacy with the highest level in the Government on telemedicine, strengthening the policy environment for telemedicine in the country, influencing key opinion leaders with an evidence‑based approach and leading policy changes. The ideal candidate will have a successful track record in advocacy and influencing policies at State and Central Government level, strong experience in working with government, donors and civil society organisations, experience in digital health, and knowledge of telemedicine. This position is based in Delhi, either remote or based at MOHFW with significant travel to project states.
Essential Duties And Responsibilities
- Work with MOHFW, ABDM, NHA, Niti Ayog, National Health Programs, CDAC and other key Government stakeholders, supporting and doing evidence‑based advocacy for telemedicine initiatives.
- Support State Program Managers in the advocacy and liaisoning with the State Government stakeholders in the implementation states.
- Maintain collaborative relationships developed with Government stakeholders to substantiate the mission of the organization and support the development of frameworks, guidelines and tools for effective implementation of telemedicine services.
- Communicate effectively the objectives, goals and achievements of the organization with Government stakeholders.
- Nurture long‑term trusting relationships with Government stakeholders for each of our projects.
- Initiate and set goals for programs according to the strategic objectives of the organization.
Collaboration with Internal Stakeholders
- Work collaboratively with the internal stakeholders such as MLE, Technology, Partnerships and Clinical to identify areas for advocacy, policy influencing, etc.
- Support different departments with respect to advocacy and government relationship‑building work to substantiate the organization’s objectives.
- Ensure advocacy efforts and activities adhere to legal guidelines and internal policies.
- Keep senior management informed with detailed and accurate reports or presentations.
- Be an external presence that publishes and communicates program results at conferences, events and through impactful reports.
- Collaborate with the partnership team to engage with donors, advocate for scale‑up and secure follow‑on funding.
Supporting Conducive Policy Environment for Telemedicine, AI and Digital Health Initiatives
- Support legal teams in telemedicine policy analysis related work.
- Be updated on the policy environment and ecosystem in India and other countries related to telemedicine, AI and digital health initiatives.
- Identify opportunities to support the government on policy framework and guidelines and work with internal stakeholders to support governmental initiatives.
- Support the partnership and fundraising department to develop new partnerships, proposals and budgets for new programs as and when required.
- Support the partnerships teams in donor engagement and nurturing relationships as required.
Qualifications & Experience
- Proven leadership and relationship‑management experience.
- The position will need to prioritize key activities and manage competing priorities across a virtual and in‑person team and multiple site locations.
- Advanced degree in a related field (MPH, MBA in Health Management, PGDHM, MSW) with experience in public health, digital health, mHealth or eHealth.
- Minimum 10 years experience in project implementation, policy advocacy and management of public health programs.
- Strong policy and advocacy acumen.
- Proven experience in the development sector, preferably with government projects.
- Thorough understanding of project and program management techniques and methods.
- Excellent knowledge of monitoring and evaluation techniques and key metrics.
- Work experience in digital health and telemedicine, ideally working closely with product development, testing and ideation.
- A business acumen with strategic ability.
- An analytical mindset with great problem‑solving abilities.
- Excellent communication skills – fluency in English and Hindi.
- Proven ability to manage professional relationships and work under pressure.
