Job summary

AECOM is seeking an experienced Safety, Health & Environment (SHE/HSE) Specialist to work on ports, harbors, and maritime infrastructure projects. You will support Resident Engineer/Construction Manager, develop HSE plans, identify hazards, and ensure regulatory compliance across marine works.

Ideal candidates bring 10–18 years of HSE experience in ports or coastal projects, with strong knowledge of marine construction and environmental management. NEBOSH/IOSH ISO certifications are preferred.

Responsibilities

  • Assist and support the Resident Engineer/Construction Manager in implementing HSE requirements.
  • Develop, implement, and monitor HSE policies, procedures, and management plans.
  • Identify workplace hazards, conduct risk assessments, and recommend mitigation measures.
  • Ensure compliance with local and international safety regulations, standards, and client requirements.
  • Monitor environmental impacts of dredging, reclamation, and marine works.
  • Ensure proper use of PPE and adherence to safe work practices by all personnel.
  • Manage contractor HSE performance and compliance.

Job Description

We are seeking an experienced Safety, Health & Environment (SHE/HSE) Specialist with a strong background in ports, harbors, marine terminals, dredging, coastal, and maritime infrastructure projects.

  • Assist and support the Resident Engineer/Construction Manager in implementing project-specific HSE requirements and objectives.
  • Develop, implement, and monitor Health, Safety & Environment (HSE) policies, procedures, and management plans.
  • Identify workplace hazards, conduct risk assessments, and recommend mitigation measures.
  • Ensure compliance with applicable local and international safety regulations, standards, and client requirements.
  • Ensure compliance with environmental permits, EIA requirements, and regulatory obligations for marine and coastal projects.
  • Monitor environmental impacts associated with dredging, reclamation, marine construction, and port operations.
  • Implement environmental protection measures related to water quality, sediment control, waste management, spill prevention, dust suppression, and noise control.
  • Monitor safe execution of marine construction activities, including quay walls, jetties, breakwaters, marine piling, berthing facilities, and offshore works.
  • Ensure marine vessels, barges, workboats, and floating equipment comply with project HSE requirements.
  • Review marine traffic management plans and interface management procedures.
  • Verify implementation of lifesaving equipment, emergency rescue systems, and work-over-water safety measures.
  • Conduct routine HSE inspections, audits, and compliance assessments across construction sites, marine facilities, and contractor operations.
  • Ensure proper use of PPE and adherence to safe work practices by all personnel.
  • Manage contractor and subcontractor HSE performance and compliance.
Qualifications
  • Bachelor's Degree in Engineering, Environmental Engineering, Occupational Health & Safety, Marine Engineering, or related discipline.
  • 10-18 years of HSE experience, including significant exposure to ports, marine, harbor, coastal, dredging, or maritime infrastructure projects.
  • Strong knowledge of marine construction activities, maritime safety requirements, and environmental management practices.

  • NEBOSH International General Certificate (IGC)
  • IOSH Managing Safely
  • ISO 45001 Lead Auditor/Internal Auditor
  • ISO 14001 Lead Auditor/Internal Auditor
  • Certified Safety Professional (CSP) or equivalent
  • First Aid, Fire Safety, and Emergency Response Training
  • Marine Safety or Offshore Safety Certifications preferred
