The Program Officer – MEL will play a key role in translating field data and digital insights into clear, actionable evidence that strengthens program delivery across Protsahan's work.

Role Summary

The Program Officer – MEL will ensure that Protsahan's program data is collected systematically and on a regular basis, maintained with high levels of accuracy, and regularly analysed to generate actionable insights for program improvement and organisational learning. The role will work closely with program teams to monitor implementation, identify gaps, track outcomes, and surface emerging trends. The Officer should be able to analyse and clearly represent both quantitative and qualitative data, translating complex findings into accessible insights, reports, and visualisations. The role will also involve working with diverse data sources including digital applications, social media platforms, and large datasets to identify patterns and strengthen evidence-based decision-making. Strong data analytics skills, including knowledge of BigQuery, SQL, dashboards, data extraction and management, and social and digital media trends, will be a significant advantage.

Key Responsibilities
Monitoring Programs
  • Implement monitoring and evaluation plans, formats, tools, and reporting systems across Protsahan programs and partners.
  • Ensure program data is collected systematically and regularly.
  • Maintain accurate, complete, and up-to-date program data.
  • Conduct regular field visits and data verification checks to confirm reported data reflects on-ground program implementation.
  • Work with field teams to strengthen their understanding and use of monitoring data that is accurate, complete, and meaningful.
Data Management & Analysis
  • Collect and analyse quantitative and qualitative primary and secondary data, including data generated through monitoring, assessments, and evaluations.
  • Conduct regular data quality checks to identify gaps, inconsistencies, anomalies, and data collection issues.
  • Identify patterns, trends, gaps, emerging issues, and insights from the data to inform program decisions.
  • Use basic Excel skills for data management, analysis, and reporting, and have working knowledge of SQL for querying and analysing data in BigQuery.
  • Support assessments, evaluation studies, and other evidence-generation initiatives, including tool development, fieldwork, analysis, and documentation.
Digital and AI-enabled Learning
  • Collect and analyse data from diverse digital sources, including social media platforms, digital applications, and large datasets, to track and interpret trends, patterns, and engagement.
  • Use digital data to generate insights and inform decision-making.
  • Maintain and improve AI-enabled learning tools, such as chatbots or digital assistants, that reinforce training and support frontline staff with day-to-day protocol questions.
  • Keep AI-enabled content accurate, up to date, and aligned with program protocols and safeguarding requirements, with appropriate human oversight.
Knowledge Management
  • Maintain and update curriculum, facilitator resources, and AI chatbot content.
  • Maintain and update Protsahan's repository of program evidence, lessons learned, and field knowledge.
  • Contribute to periodic learning reviews.
  • Support the development and quality assurance of MEL tools including data collection formats, indicators, and reporting templates ensuring they stay accurate and consistent as program insights evolve.
Candidate Requirements
  • Research rigor. You follow protocol on consent, data handling, and methodology.
  • On case data, girls' personal information, and anything gathered during fieldwork or research.
  • Adaptability and Learning Agility: Comfortable working in a dynamic grassroots environment where priorities, systems, and approaches may evolve based on field realities and organisational needs.
  • Analytical and Critical Thinking: Able to look beyond numbers and reports, identify meaningful patterns, ask the right questions, and distinguish between surface-level trends and genuine insights. Including AI literacy with judgment i.e., you can maintain a working chatbot, and you know exactly where automation stops and human judgment must take over especially in programs involving girls.
  • Ownership and Resourcefulness: Willing to take initiative & solve problems independently with limited supervision.
  • Collaboration and Curiosity: Able to work respectfully with diverse teams, listen to field perspectives, question existing approaches constructively, and continuously learn from evidence and experience.
Must-haves
  • 4-6 years of MERL work especially in the development sector.
  • Working knowledge of AI chatbot tools and prompt design, applied in a program, training or operations context.
  • A quantitative or analytics-oriented coursework in college or done externally is required given the data extraction, BigQuery, and dashboarding expectations of this role.
  • Strong written communication in both Hindi and English.
  • Willingness to travel to field sites.
Advantage if You Bring
  • Knowledge of child safeguarding protocols.
  • Working knowledge of no-code/low-code chatbot or workflow-builder platforms, and proficiency in digital data extraction and analysis tools (e.g., APIs, SQL, BigQuery).
  • Experience with adolescent girls or communities affected by sexual and gender-based violence, migration, or urban poverty.
  • Published or contributed to research, evaluation, and monitoring reports/articles.
Working Relationships
  • AD – MEL - Direct reporting - Reporting line for delivery priorities and program direction.
  • CareVerse Team (Trainers, Facilitators, Psychologists). Close collaboration on content, delivery quality, and what frontline staff actually need.
  • Manager – Ground Ops. Field visit scheduling, logistics, and ground-truthing that curriculum and tools are usable onsite.
