Overview

The Program Manager-Family Planning will provide technical and operational support for the rollout of family planning (FP) and contraceptive programs under the National Health Mission (NHM) in assigned districts. This field-intensive role focuses on government coordination, capacity building, monitoring, and data-driven improvements to achieve program targets, such as increasing contraceptive prevalence rates and service coverage. The position requires hands-on implementation amid bureaucratic and resource challenges, emphasizing collaboration with state/district health authorities.

Key Responsibilities
  • Coordination & Advocacy: Liaise with the State Program Officer (SPO), District FP Nodal Officers, NHM teams, and stakeholders to advocate for and implement FP initiatives; secure approvals and resolve bottlenecks within stipulated time.
  • Training & Capacity Building: Assist in developing annual training plans; organize Training of Trainers (ToT), district orientations, and sensitization for 200-300 frontline workers (e.g., ASHA/ANM) per quarter, ensuring 80% completion rates.
  • Field Monitoring & Issue Resolution: Conduct 2-3 district visits per month to assess FP program execution, identify gaps (e.g., stockouts, low uptake), and escalate solutions to authorities, aiming for 90% resolution within the quarter.
  • Meetings & Documentation: Facilitate monthly district coordination meetings, private sector interfaces, and quarterly reviews with NHM leadership; document minutes, action items, and learnings for follow-up.
  • Data Management & Quality Assurance: Update leadership dashboard with program metrics (e.g., service data, decisions); perform quality checks on reports from district teams, ensuring <5% error rate.
  • Other duties as assigned: Including support for integrated health schemes (e.g., RMNCH+A).
Qualifications & Experience
  • Postgraduate degree in Public Health (MPH), Social Work (MSW), MBA, or equivalent.
  • 6-8 years of experience in reproductive health/family planning program implementation and scale-up.
  • At least 3-4 years working with state/district government health systems (e.g., NHM/FP projects).
  • Proven track record managing field teams at district level, preferably in Uttar Pradesh or similar states.
  • Desirable: Knowledge of contraceptive methods, supply chain management, and data tools (e.g., HMIS).
  • Strong leadership to manage cross-functional teams and hold accountability.
  • Proficient in English and Hindi (oral/written); ability to deliver clear presentations to diverse audiences.
  • Basic data analysis skills (e.g., Excel/MS Office for reporting).
  • Cultural sensitivity and resilience for fieldwork in rural/urban settings.
