Tata Consulting Engineers Limited (TCE) is seeking a seasoned Procurement Specialist to strengthen its global engineering teams in Pune, India. The role focuses on coordinating service contracts, supplier negotiations, and strategic procurement across major EPCM projects.

You will collaborate with engineering, construction, and project management teams to optimize cost, time, and scope, while deploying robust procurement processes and maintaining electronic records.

Qualifications

• 9 years of experience in procurement or supply chain management.
• Experience in managing complex procurement for large-scale engineering/construction projects.
• Postgraduate or graduate in an engineering discipline; contracts/legal training.

Responsibilities

• Coordinate BU-level service contracts, supplier evaluation, competitive bidding, and award decisions.
• Support proposal teams with pricing scenarios, narratives, and strategies.
• Implement procurement processes and standard templates on projects.
• Maintain electronic procurement filing and records.
• Deploy procurement strategies to optimize scope, cost, and schedule.
• Forecast risks, delays, and implement corrective actions.
• Plan and monitor procurement activities against the approved schedule.
• Ensure use of Procurement and Document Management Systems.
• Maintain contracts, purchase orders, and supplier performance data.
• Collaborate with engineering and construction to define procurement needs.
• Conduct site visits to oversee procurement activities.
• Track expenditures and pursue cost-saving opportunities.

Purpose & Scope of Position

The Procurement Specialist will be responsible for collating procurement progress in the form of trackers and reports. She/He is responsible to provide updates to the Procurement Management/Project Management team as required on activities undertaken as well as future workload.

Experience

• At least 9 years of experience in procurement or supply chain management, preferably in the EPCM industry.
• Proven experience in managing complex procurement activities for large-scale engineering and construction projects.

Qualification

• Postgraduate or graduate in an engineering discipline
• Related training in Contracts/Legal as well as general project and management related training

Key Responsibilities

1. 1. Coordination of all activities related to the issuance of Service contracts at BU level, assisting in establishing supplier/ proposal evaluation criteria, providing direction or aiding in the management of competitive bidding process, leading or participating in negotiations with suppliers, recommending contract awards, and providing guidance pertaining to the management of new supplier transitions.
2. 2. Works with proposal teams in the planning and execution of new business price proposals, cost narratives, and pricing strategies
3. 3. Implements all procurement processes and procedures including forms and templates to be used on the project
4. 4. Ensures compliance to and maintenance of the procurement filing system (electronic)
5. 5. Manages deployment of procurement strategies in order to provide the best outcomes in terms of scope, cost and time
6. 6. Foresees potential problems, slippage or delays and pro-actively implements corrective measures to resolve the issues or mitigates the impact thereof
7. 7. Plans, controls and monitors procurement activities in accordance with the approved project schedule
8. 8. Ensures efficient and correct usage of Procurement Management Systems and Document Management Systems
9. 9. Maintains accurate procurement records, including contracts, purchase orders, and supplier performance data
10. 10. Collaborates with engineering, construction, and project management teams to define procurement needs and priorities.
11. 11. Performs site visits to oversee the procurement/commercial activities or resolve issues arising on the project, where required
12. 12. Monitors procurement expenditures and identify opportunities for cost savings and efficiency improvements.
