Job Description
Senior Electrical Engineer will support the delivery of multidisciplinary consultancy services across thermal power, renewable energy, Data Centre and waste-to-energy (WTE) projects. The role encompasses a broad range of professional engineering services, including feasibility studies, due diligence and technical advisory, independent technical audits, reliability assessments, Owner’s Engineer (OE) and Lender’s Engineer (LE) assignments, vendor evaluations, and factory/site witnessing activities. The role is responsible for providing independent technical review, assurance, and engineering support on electrical systems across project lifecycle stages—ensuring compliance with international and Singapore standards, Transmission Codes, regulatory requirements, and client expectations, while maintaining focus on safety, reliability, operability, and commercial viability.
Responsibilities
- Support in all electrical engineering matters under the Power, Renewable Energy, Data Centre and WTE consultancy scope.
- Provide independent technical review and assurance across consultancy assignments, including design, execution strategy, and operational considerations.
- Interface effectively with Clients, Developers, EPC Contractors, OEMs, and stakeholders on electrical engineering matters.
- Deliver and support a range of consultancy services, including feasibility studies and concept development, technical due diligence and lender’s advisory (Lender’s Engineer), Owner’s Engineer assignments, Independent technical audits and condition assessments, Single Point of Failure (SPOF) studies and system reliability assessments, Vendor evaluation and technical bid assessment, Site inspections and witnessing of factory/site acceptance tests.
- Review electrical design deliverables, including electrical single line diagrams (SLDs), Power system studies, Protection and control philosophies, Control Architecture and SCADA system, Earthing and lightning protection systems, Cable sizing, routing, and segregation, Lighting system layouts for plant and BESS facilities.
- Review electrical aspects of On & Off grid BESS integration, including PCS, battery containers, auxiliary power supplies, EMS interfaces and control philosophy, Protection coordination between BESS and CCGT systems, Grid code and frequency response compliance.
- Prepare technical specifications and review data sheets, and vendor documents for all key electrical equipment such as GIS systems, Generators, transformers, switchgear, protection relays, HV/MV/LV cables, UPS, DC systems, BESS equipment and interfaces.
- Evaluate technical deviations, alternative proposals, and concession requests.
- Grid & Regulatory Compliance: Ensure compliance with Singapore Transmission Code, SP PowerGrid Standard Practices and connection requirements, Singapore Standards (SS), Fire codes and statutory approvals.
- Review grid connection studies and support electrical submissions to authorities.
- Support grid synchronization, testing, and energization readiness.
- Perform and review plant performance modelling and benchmarking, RAM studies, SPOF assessments and risk evaluations.
- Identify electrical design and interface risks across CCGT systems, WTE and Balance of Plant, and interfaces with Mechanical–Civil–Fire protection-control systems, Renewable integration (PV/Wind/BESS interfacing with grid-connected systems).
- Prepare technical notes and design review comments, reports, calculations, and supporting documentation, meeting minutes and coordination records.
- Support coordination between electrical and other disciplines.
- Any other duties deemed necessary to support the successful delivery of the Owner’s Engineer services.
Key Competencies
- Good knowledge of power plant electrical systems and grid connections
- Familiarity with WTE and/or renewable generation systems (advantageous)
- Familiarity with renewable energy systems (Solar PV, Wind, BESS)
- Familiarity with Cathodic Protection and Heat tracing system
- Ability to interpret engineering drawings, specifications, and study reports
- Ability to perform structured, risk-based technical reviews of electrical designs
- Familiarity with IEC / IEEE standards, Singapore Standards and Transmission Codes and Grid connection requirements
- Strong understanding of GIS/AIS, HV, MV and LV transformers, equipment design, operation
- Experience in performance analysis, reliability studies, and system optimization
- Effective stakeholder engagement, communication, and coordination skills
- Ability to balance technical, commercial, and schedule considerations
- Familiarity with ETAP, SKM, PSSE, MATLAB, PSCAD, PVSys, HOMER or equivalent electrical power system study tools is advantageous
- Developing understanding of consultancy roles (OE/LE/audits)

Qualifications
- Degree in Electrical Engineering or equivalent
- 10–12 years of experience in power or energy infrastructure projects
- Experience in consultancy roles such as Owner’s Engineer (OE), Lender’s Engineer (LE), and technical advisory / due diligence
- Experience in CCGT / thermal power plant projects, Waste-to-Energy projects, Renewable projects (Solar PV, Wind, BESS), Data Centre projects
- Strong familiarity with SS, ISO, BS, IEC, IEEE, NEMA, NFPA and relevant standards, project execution and design review processes
- Experience working with various OEMs, developers, contractors, LEW, authorities and project stakeholders
