Job summary

Morph Enterprise is seeking a mid-level Proposal Writer to lead end-to-end proposals for government staffing and workforce solutions. You will drive responses to Federal, State and Local solicitations, shaping technical, management and past performance narratives while coordinating inputs across recruiters, operations and finance.

Key responsibilities include developing compliance matrices, coordinating subcontracting or teaming proposals, and ensuring adherence to FAR/DFARS when applicable.

Qualifications

• 2+ years of proposal writing experience in Government Staffing / Workforce Solutions.
• Strong knowledge of Federal, State, Local and SLED government proposals.
• Experience with RFP/RFQ/RFI responses, compliance matrices and staffing-related bid submissions.
• Ability to lead end-to-end proposal development and collaborate with recruiters, operations, finance and leadership.
• Familiarity with SAM.gov and state procurement portals; understanding of FAR/DFARS where applicable.

Mid-Level Proposal Writer – Government & SLED

About the Role

We are seeking an experienced Senior Proposal Writer with strong expertise in Federal, State, Local, and SLED government proposals, including subcontracting and collaborative bid environments. The ideal candidate will lead end-to-end proposal development for staffing and workforce solutions opportunities across public sector agencies.

This role requires deep knowledge of government procurement processes, RFP/RFQ/RFI responses, compliance matrices, and staffing-related bid submissions.

Key Responsibilities

Proposal Development & Management

• Lead full lifecycle proposal development for Federal, State, Local, and SLED opportunities.
• Analyze RFP/RFQ/RFI solicitations and develop compliance matrices and response outlines.
• Draft compelling technical, management, staffing, and past performance narratives.
• Collaborate with recruiters, operations, finance, and leadership to gather required inputs.
• Ensure adherence to formatting, evaluation criteria, and submission deadlines.

Government & SLED Focus

• Develop proposals for agencies such as:
• Federal departments (e.g., DoD, DHS, HHS)
• State workforce agencies
• Local municipalities and counties
• Educational institutions and public universities
• Manage subcontracting proposals (Prime/Sub relationships).
• Support teaming agreements and joint venture proposal coordination.

Collaboration & Strategy

• Participate in bid/no-bid decisions.
• Work closely with Business Development to shape win strategies.
• Conduct competitor analysis and incorporate differentiators.
• Support oral presentations and clarification responses.

Compliance & Documentation

• Maintain proposal content library and boilerplates.
• Ensure FAR/DFARS and state procurement compliance where applicable.
• Coordinate pricing narratives with finance team.
• Support audits and documentation tracking.

Required Qualifications

• 2+ years of proposal writing experience in Government Staffing / Workforce Solutions

Strong experience in:

• Federal Government proposals
• State & Local bids
• SLED contracts
• Subcontracting & teaming proposals
• Proven success in winning competitive public sector bids.

Strong understanding of:

• Government procurement lifecycle
• Compliance matrices
• SAM.gov and state procurement portals
• Excellent writing, editing, and document formatting skills.
• Ability to manage multiple deadlines in a fast-paced environment.

Preferred Qualifications

• Experience with GSA Schedule proposals
• Knowledge of IDIQ, MSAs, and Master Vendor Programs
• Familiarity with ATS/HRIS or staffing technology platforms
