Qualifications

  • 12–18 years of software engineering, software development, testing, verification, or performance engineering experience.
  • Bachelor-level engineering degree in CS/EC/EE or related field.
  • Demonstrated experience managing the complete software development lifecycle across regulated environments.
  • Strong hands-on or technical leadership experience with C#/.NET, REST/GraphQL, microservices, web apps, and distributed systems.
  • Ownership of functional and automation testing strategies for REST APIs, web UIs, integrations, and end-to-end regression.
  • Experience with software architecture, design patterns, testing, code quality, and CI/CD practices.
  • Experience validating distributed microservices, event-driven systems, JSON/XML, SQL/PostgreSQL, authentication/authorization, messaging queues.
  • Working knowledge of Azure, Docker, Kubernetes, RBAC, secrets management, and cloud observability.
  • Experience with CI/CD architecture, Git, build automation, automated quality gates, and engineering dashboards.
  • Healthcare domain expertise including HL7 v2, ADT, FHIR, EMR/EHR workflows, and regulatory standards like IEC 62304/ISO 13485.

Responsibilities

  • Define and continuously improve the integrated software development and test strategy aligned with product roadmaps and regulatory commitments.
  • Lead software developers, automation engineers, performance engineers, and verification engineers; manage capacity, onboarding, coaching, and delivery accountability.
  • Plan and lead engineering assignments involving evaluation and selection of software designs, technologies, and test approaches.
  • Provide technical direction from conception through requirements, architecture, design, implementation, verification, and release.
  • Establish software governance covering estimation, reviews, coding standards, testing, and quality metrics.
  • Ensure architecture meets maintainability, security, scalability, performance, and interoperability requirements.
  • Own the roadmap for REST API and UI automation frameworks including test-data, parallel execution, and reporting.
  • Incorporate HL7/FHIR interfaces and EMR/EHR workflows into testing and integration plans.
  • Ensure tests are integrated into CI/CD with automated gates and release readiness assessments.
  • Collaborate with product, clinical, DevOps, cybersecurity, regulatory, and external partners to resolve risks.

Job Summary

We are seeking a Development and Test Manager with 12+ years of experience leading software development, verification, and quality engineering for connected healthcare and regulated medical software. The manager will provide technical and people leadership across the complete product lifecycle—from requirements, architecture, design, and implementation through functional, automation, performance, reliability, and release-readiness testing. This role owns delivery of cloud-native applications, REST and GraphQL APIs, user interfaces, microservices, medical-device integrations, and EMR/EHR workflows within agreed quality, schedule, and budget commitments. The role combines engineering leadership, development and test governance, technical direction, stakeholder management, design-control compliance, and audit-ready delivery.

What You'll Be Doing
  • Define and continuously improve the integrated software development and test strategy in alignment with product roadmaps, business priorities, regulatory commitments, architecture direction, and release plans.
  • Lead software developers, automation engineers, performance engineers, and functional verification engineers; manage capacity, hiring, onboarding, objectives, coaching, technical development, succession planning, and delivery accountability.
  • Plan and lead engineering assignments involving the evaluation, selection, and adaptation of software designs, technologies, development methods, test approaches, tools, and engineering practices.
  • Provide technical direction from product conception through requirements, architecture, detailed design, implementation, integration, verification, release, and sustaining activities.
  • Establish software engineering governance covering estimation, design and code reviews, coding standards, branching and configuration management, unit and component testing, static analysis, code coverage, technical debt, defect management, and quality metrics.
  • Ensure software architecture and implementation meet requirements for maintainability, security, scalability, performance, reliability, interoperability, observability, and supportability.
  • Own delivery of cloud-native applications, microservices, REST and GraphQL APIs, web user interfaces, integration services, and data processing capabilities using appropriate C#/.NET and related technologies.
  • Establish test governance, risk-based planning, entry and exit criteria, requirements traceability, defect management, quality dashboards, and release-readiness assessments.
  • Own the roadmap and governance for reusable C#-based REST API and UI automation frameworks, including coding standards, test-data management, parallel execution, logging, reporting, and environment configuration.
  • Ensure unit, component, integration, smoke, regression, performance, scalability, reliability, security, and release-level testing is incorporated into CI/CD pipelines with appropriate automated quality gates.
  • Guide design, development, integration, and verification of HL7 ADT, FHIR resources, clinical workflows, EMR/EHR interfaces, connected medical devices, real-time communications, notifications, and downstream clinical systems.
  • Implement configuration and change management throughout the complete product lifecycle, including design, development, verification, release, and sustaining phases.
  • Partner with product, clinical, systems, architecture, DevOps, cybersecurity, quality, regulatory, service, manufacturing, and external integration teams to resolve dependencies, technical issues, and product risks.
  • Drive root-cause analysis by correlating application behavior, source code, automated and performance results, logs, API traces, network data, database records, queues, container metrics, and infrastructure telemetry.
  • Incorporate field issues, customer feedback, post-market learnings, and production trends into product design improvements, corrective actions, regression coverage, reliability testing, and performance validation.
  • Ensure compliance with the product development process, design controls, Quality System requirements, software lifecycle procedures, cybersecurity expectations, and applicable regulatory standards.
  • Maintain audit-ready requirements, architecture and design records, code and review evidence, plans, test cases, objective evidence, reports, approvals, and traceability in approved tools such as Jira, Jama, source-control platforms, and validated test-management systems.
  • Develop project plans, engineering milestones, resource strategies, budgets, and delivery forecasts; identify and mitigate issues that could affect quality, cost, scope, or schedule.
  • Manage external development partners, contractors, vendors, and third-party service providers, including technical direction, deliverable acceptance, and performance monitoring.
  • Communicate development progress, quality status, technical risks, mitigation plans, resource needs, architecture decisions, test findings, and go/no-go recommendations to program and leadership forums.
What You'll Bring
  • 12–18 years of software engineering, software development, testing, verification, quality engineering, or performance engineering experience, including at least 5 years leading multidisciplinary technical teams in a regulated or safety-critical environment.
  • B.E/B. Tech in Computer Science / Electronics & Communication / Electrical or related field
  • Demonstrated experience managing the complete software development lifecycle, including requirements analysis, architecture, design, implementation, code review, unit testing, integration, verification, release, and sustaining engineering.
  • Strong hands-on or technical leadership experience with C#/.NET, object-oriented design, design patterns, REST and GraphQL APIs, microservices, web applications, and distributed systems.
  • Demonstrated ownership of functional and automation test strategy for REST APIs, web user interfaces, integration workflows, and end-to-end regression using Playwright, Selenium, NUnit, xUnit, MSTest, or comparable technologies.
  • Experience with software architecture and engineering practices such as clean architecture, secure coding, static analysis, code quality, code coverage, configuration management, branching strategies, dependency management, and technical-debt reduction.
  • Experience validating distributed microservices, event-driven systems, JSON/XML, SQL/PostgreSQL, authentication, authorization, RabbitMQ, Azure Service Bus, MQTT, or comparable technologies.
  • Working knowledge of Azure, Docker, Kubernetes, autoscaling, service discovery, role-based access control, secrets management, service mesh, resilience, and cloud observability.
  • Experience with CI/CD architecture, Git, build automation, automated quality gates, pipeline troubleshooting, artifact management, deployment practices, test reporting, and engineering dashboards.
  • Healthcare domain expertise covering HL7 v2, ADT messages and acknowledgements, FHIR REST resources, EMR/EHR workflows, connected medical devices, data integrity, patient safety, privacy, and clinical risk.
  • Knowledge of regulated healthcare software practices and standards such as IEC 62304, ISO 13485, ISO 14971, design controls, cybersecurity expectations, and formal verification evidence.
  • Ability to manage complex projects and engineering programs within boundaries of quality, time, scope, and budget while balancing development and verification priorities.
  • Strong people leadership, stakeholder influencing, conflict resolution, planning, prioritization, vendor coordination, risk management, and executive communication skills.
Preferred Skills
  • Experience with SIP, RTP, WebSocket, WebRTC, audio/video communication, Kamailio, FreeSWITCH, RTPEngine, or comparable real-time communication technologies.
  • Experience with Grafana, Prometheus, Application Insights, APM platforms, centralized logging, packet analysis, database diagnostics, and automated performance-threshold evaluation.
  • Knowledge of Azure Key Vault, Azure App Configuration, Redis, Web PubSub, Terraform, KEDA, infrastructure-as-code, service virtualization, and container security.
  • Experience supporting regulatory audits, formal submissions, post-market investigations, and enterprise-scale healthcare product releases.
  • Familiarity with IEC 62304, ISO 13485, risk management, cybersecurity expectations, and quality systems for regulated healthcare software.
  • Experience with Jira, Jama, validated toolchains, Agile/Scrum delivery, and formal release-readiness reviews.
  • C#, Azure, Kubernetes, performance testing, healthcare interoperability, PMP, PRINCE2, or equivalent certification is advantageous.
