Role Overview:
We are looking for a seasoned Government & Public Sector Advisory professional to lead large-scale government programs, advisory engagements, and strategic projects across central and state government stakeholders. The role will involve end-to-end program delivery, government stakeholder management, policy and scheme advisory, PMU operations, data-driven decision-making, process improvement, and business development/bid management. The ideal candidate should have strong experience working with government ministries/departments and be comfortable operating at the intersection of consulting, technology, data analytics, policy, and program implementation.
Role & responsibilities
1. Government Program & PMU Management
- Lead end-to-end implementation and monitoring of large government programs and public sector projects.
- Manage PMU teams and provide strategic direction on program delivery, governance, monitoring, and issue resolution.
- Coordinate with Central Ministries, State Governments, UT administrations, implementing agencies, and other stakeholders.
- Establish program governance mechanisms, review processes, dashboards, MIS, and escalation frameworks.
- Monitor program KPIs, identify bottlenecks, and drive corrective actions to improve delivery outcomes.
- Oversee technology-enabled government programs involving portals, DBT, PFMS, beneficiary management, and scheme implementation.
2. Policy & Scheme Advisory
- Support government clients in designing, reviewing, and improving schemes, policies, processes, and implementation frameworks.
- Translate policy objectives into actionable program frameworks and operating processes.
- Conduct stakeholder consultations, requirement gathering, gap assessments, and process reviews.
- Provide data-backed recommendations to improve scheme effectiveness, beneficiary outreach, and service delivery.
3. Data Analytics & Digital Transformation
- Use data analytics to identify trends, operational gaps, implementation challenges, and opportunities for improvement.
- Develop and oversee dashboards and management information systems using tools such as Power BI, Tableau and Excel.
- Work with technology and implementation teams to define business requirements and improve digital platforms.
- Leverage data to track program performance, beneficiary coverage, disbursement, grievances, and other critical KPIs.
- Support fraud detection, data validation, monitoring, and process-integrity initiatives.
4. Business Development & Bid Management
- Identify and evaluate business opportunities in the government and public-sector consulting ecosystem.
- Lead or support RFP responses, technical proposals, bids, tenders, EOI/RFQ submissions, and presentations.
- Develop solution approaches, project methodologies, implementation plans, and staffing models for government engagements.
- Work closely with leadership and internal teams to build proposals and convert opportunities into engagements.
- Develop relationships with government bodies, PSUs, development agencies, and institutional partners to strengthen the business pipeline.
Preferred candidate profile
- MBA / PGDM from a reputed institution, preferably in Management, Finance, Marketing, Strategy, Public Policy, or related discipline
- Bachelor's degree in Engineering, Technology, Economics, Management, Public Policy, or a related field.
- 812 years of experience in government consulting, public-sector advisory, program management, PMU, development consulting, or large-scale technology-enabled government programs.
- Experience working directly with Central/State Government Ministries, Departments, PSUs, or government agencies.
- Strong understanding of government program implementation, scheme management, DBT, digital governance, or citizen/beneficiary-facing programs.
- Demonstrated experience in leading consulting/project teams and managing complex multi stakeholder programs.
- Strong exposure to RFP preparation, bid management, tendering, and business development.
- Excellent stakeholder management and client-facing communication skills.
- Strong analytical orientation with hands-on or working knowledge of Power BI, Tableau, Excel, Python, R, or similar analytics tools.
- Ability to translate complex data and operational issues into clear business/policy recommendations.
- Strong presentation, documentation, problem-solving, and project management capabilities.
- Willingness to work extensively with government stakeholders and undertake travel as required.
