The Homestead Projects Branch Manager serves as the chief staff officer responsible for planning, organizing, coordinating, and directing all activities related to homestead project readiness and lease award implementation within the Land Development Division. The incumbent ensures that development projects transition seamlessly into award readiness, in close coordination with the Division Administrator, other DHHL divisions, and external partners.

Job Qualifications
  • Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, planning, real estate, or a related field.
  • Four and one-half years of progressively responsible professional experience involving the planning, coordination, or administration of real estate, housing, or public land programs; interpretation of complex laws and regulations; and supervision of professional staff.
  • Plan, organize, and direct complex award and project activities under strict deadlines.
  • Interpret and apply provisions of the Hawaiian Homes Commission Act, administrative rules, and DHHL policies.
  • Analyze and improve work processes to enhance program delivery.
  • Communicate clearly and effectively, both orally and in writing.
  • Establish and maintain cooperative working relationships with staff, beneficiaries, and partner agencies.
Essential Job Functions
  • Program Planning, Coordination, and Implementation (35%)
    • Plans, organizes, schedules, and directs all activities related to the preparation, coordination, and execution of homestead lease awards. Develops comprehensive work plans, defines program objectives, identifies resource requirements, and establishes timelines to meet project and departmental goals. Coordinates with project engineers, planners, and contractors to ensure that access roads, utilities, and lot surveys are complete and accurate prior to award. Collaborates with the Homestead Applications Branch, District Operations Branch, and Office of the Chair to identify available lots, verify applicant eligibility, and finalize award logistics. Oversees scheduling of award ceremonies, orientations, and closing meetings.
  • Homestead Lease Award Execution (25%)
    • Oversees the implementation of homestead awards, including the scheduling and facilitation of lot selection and lessee orientation meetings. Ensures the accurate preparation, review, and execution of lease agreements, successor designations, and related legal documents. Coordinates with the Fiscal Office for cashiering services and with Legal Counsel to resolve legal or compliance issues related to lease awards. Provides guidance to new lessees on lease terms, conditions, and obligations under the HHCA and DHHL administrative rules.
  • Policy and Process Development (15%)
    • Analyzes existing policies, procedures, and workflows related to the homestead award process and recommends changes to improve efficiency, compliance, and fairness. Drafts submittals to the Hawaiian Homes Commission regarding procedural changes, program status, and priorities. Reviews proposed legislation and administrative rule amendments affecting homestead awards, providing recommendations to support DHHL’s objectives. Develops standard operating procedures, templates, and guidance materials to ensure consistency and transparency across award processes.
  • Staff Supervision and Development (15%)
    • Supervises a team consisting of one (1) Clerical Staff, one (1) Homestead Awards Specialist V, two (2) Homestead Awards Specialist IV, and two (2) Homestead Awards Specialist III. Provides training, mentoring, and technical guidance to staff on DHHL policies, award procedures, and real estate principles. Assigns and reviews work, evaluates performance, and ensures compliance with departmental standards and deadlines. Promotes professional development and teamwork to maintain a high standard of service to beneficiaries.
  • Reporting, Communication, and Stakeholder Coordination (8%)
    • Prepares periodic status reports for the Division Administrator on award readiness, scheduling, and completion of project activities. Coordinates with other DHHL divisions, the Department of the Attorney General, county agencies, and partner organizations to resolve issues affecting implementation. Represents the branch at departmental meetings, public briefings, and community events. Ensures that all relevant stakeholders are informed of project status, policy changes, and program milestones.
  • Other Duties as Assigned (2%)
    • Participates in department-wide initiatives such as process improvement, system modernization, and legislative or Commission reporting. Performs other related duties as required.
