Job summary

U.S. Bancorp India is seeking an Enterprise Delivery Leader to establish and manage a global PMO for EDO delivery across multiple data-focused pillars. You will drive standardized processes, governance, and metrics to ensure timely, quality outcomes across portfolios.

The role requires leading large delivery teams, orchestrating staffing models, and partnering with pillar leaders to enable fast onboarding of data products and analytics capabilities.

Qualifications

• Proven ability to lead cross-portfolio delivery across data-centric programs.
• Strong capabilities in enterprise PMO, governance, and KPI reporting.
• Experience building scalable operating models for global delivery teams.

Key Responsibilities

Enterprise Delivery Leadership

• Establish and lead the EDO Global Competency Center operating model.
• Create scalable delivery teams that support all EDO pillars.
• Drive execution consistency through common processes, standards, and delivery practices.
• Ensure alignment of GCC resources to strategic EDO priorities and roadmaps.
• Lead enterprise-scale delivery planning across multiple portfolios and initiatives.
• Maintain a consolidated view of delivery commitments, dependencies, risks, and outcomes across all pillars.

Resource & Workforce Management

• Own GCC workforce strategy including hiring, onboarding, talent development, and succession planning.
• Build and manage talent pools across:

• Establish flexible staffing models that allow resources to be deployed across pillar priorities.
• Optimize capacity planning and resource allocation across the EDO portfolio.
• Develop talent development programs and competency frameworks.

Program Execution & PMO Governance

• Establish a centralized EDO Program Management Office (PMO).
• Define standards for:

1. Project management
2. Agile delivery
3. Portfolio governance
4. Financial reporting
5. KPI measurement
6. Risk management

• Facilitate monthly and quarterly planning and execution reviews.
• Drive transparency through executive dashboards and delivery reporting.
• Lead portfolio-level issue resolution and escalation management.

Pillar Enablement

Partner with each pillar leader to provide execution support

Data Strategy & Administration

• Support strategy execution and enterprise-wide operating model implementation.
• Provide program management and business operations resources.

Data Product Enablement & Execution

• Provide delivery teams, product managers, scrum leadership, and engineering support.
• Accelerate onboarding of new data products.

Master Data Management

• Supply MDM analysts, stewards, implementation specialists, and support teams.
• Drive operational scaling across MDM domains.

Data Innovation & Tools and Data Operations

• Build innovation engineering teams and support proof-of-concept delivery.
• Establish reusable capability centers for AI, GenAI, and advanced analytics.
• Supply operational support engineers and platform specialists.
• Drive standardization of operational processes and service management.

Data Risk & Governance

• Provide governance analysts, metadata specialists, and quality resources.
• Support enterprise remediation and compliance initiatives.

GCC Operating Model & Transformation

• Define global delivery locations and sourcing strategies.
• Establish vendor and managed-service governance.
• Create reusable accelerators, templates, frameworks, and best practices.
• Drive automation and continuous improvement initiatives across EDO.
• Measure GCC effectiveness through productivity, quality, speed-to-delivery, and stakeholder satisfaction metrics.

Executive Stakeholder Management

• Serve as the execution partner to all EDO pillar heads.
• Chair monthly cross-pillar execution reviews.
• Facilitate dependency management across portfolios.
• Provide executive leadership reporting on delivery health, capacity, risks, and outcomes.
• Promote a culture of collaboration, accountability, and continuous improvement.
