The Resource Efficiency & Circular Economy vertical of Development Alternatives focuses on solid waste management, water and wastewater treatment, and the sustainability assessment of urban systems. It partners with municipalities and gram panchayats across India to build inclusive, decentralized, and technically sound waste management solutions. This vertical within Development Alternatives focuses on Waste Management, particularly Solid Waste Management, Water and Wastewater Treatment, and city sanitation planning, with a specific emphasis on plastic waste at the village and city level.


The Deputy Manager- Waste Management will lead field- level implementation of the project, with a particular emphasis on solid waste and plastic waste management. The role involves working closely with municipalities, gram panchayats and communities to design, implement and monitor decentralised, inclusive waste management models, while also managing partnerships, grants and business development within the waste management sector.


Duties and Responsibilities:

The role carries end-to-end accountability for field implementation, partnership development and quality of deliverables in the waste management thematic area, in line with organisational occupational health and safety (OHS) requirements.


The Deuty Manager would be expected to:



  • Deputy Manager will execute the field activities of the project in the thematic area of waste management, particularly solid waste management with an emphasis on plastic waste.

  • Implement projects, including design, financial planning, resource management, and quality of deliverables.

  • Developing partnerships and establishing linkages for strengthening the value chain.

  • Developing decentralised models for waste management, integrating the informal sector.

  • Developing/ strengthening and promoting enterprises – particularly women-based enterprises on waste management.

  • Developing effective models for door-to-door waste collection, by promoting and conducting IEC activities.

  • Working with Municipalities and other relevant government bodies.

  • Developing effective business models on waste management.

  • Leading field teams independently and producing quality outcomes in the projects.

  • Develop knowledge products with new knowledge management and non-project resources.

  • Outlay and evaluation of existing projects.

  • Business development of projects in the waste sector.

  • Any work assigned by the senior management.


Skills, Knowledge, and Experience

The ideal candidate will bring the following qualifications, experience, technical skills, and behavioural competencies:



  • Qualification: Post-graduation in development studies, Environmental Science, Engineering (Civil, Environmental, or equivalent).

  • Specialisation: 4 to 5 years of experience in Solid Waste Management (village and city-level), Water and Wastewater Treatment, Sustainability Assessment of Urban Systems, city sanitation plan development, etc.

  • Working experience with municipalities and gram panchayats, development and review of BOQs and monitoring of construction is required; experience with the Ministry of Urban Development will be an advantage. Grant and partnership management are also required.

  • Experience: 3 - 4 years of working in the waste management sector.

  • Strong problem-solving, analytical skills, and proven strategic thinking.

  • Excellent interpersonal skills with a high level of proficiency in English and the ability to work well autonomously.

  • Strong focus on producing the highest quality of work and on ensuring optimum accuracy of outputs.

  • Well organised and efficient, with the capacity to work under pressure.

  • Fluency in English is essential with regional languages.
