Pahlé India Foundation, Northeast Regional Office in Guwahati, seeks a Data Analyst to lead the PMU’s data management, statistical analysis, and dashboard functions for the State Road Safety Lead Agency in Arunachal Pradesh.

The role enables evidence-based decision-making by integrating data from police, transport, and other agencies, and supports the Arunachal Pradesh Road Safety Vision 2030 and district action plans.

Qualifications

  • Degree in Statistics, Data Science, or Economics.
  • Minimum 3 years; experience in MIS development, large-scale data management, statistical analysis, and dashboard creation for monitoring or decision-support systems.
  • Working knowledge of government/transport data systems (such as iRAD, eDAR, e-challan) is a strong advantage.
  • Proficiency in data analysis and visualisation tools (Excel, Power BI/Tableau, or equivalent); familiarity with GIS tools for corridor/blackspot mapping is a plus.
  • Strong analytical and written communication skills in English.
  • Willingness to be based full-time in Itanagar, Arunachal Pradesh for the duration of the assignment.

Responsibilities

  • Data Convergence & Registers: Facilitate preparation of the district-wise blackspot and high-risk corridor register by converging data from Police, Transport, PWD, eDAR, and other stakeholder sources.
  • Enforcement Data Analysis: Analyse accident, fatality, and enforcement data from iRAD, eDAR, e-challan, and related systems; prepare district-wise data formats for key offences (over-speeding, drunken driving, helmet/seat-belt violations, overloading, dangerous driving, unauthorised passenger carriage).
  • Dashboards & MIS: Develop and manage dashboards and MIS tools to track enforcement activity and scheme implementation at State and district levels, supporting monitoring and decision-support for SRSLA leadership.
  • Technology Recommendations: Recommend digital tools for enforcement, including automated surveillance and e-challan systems, and support technology adoption for black-spot identification and behaviour monitoring.
  • Post-Crash Analysis: Analyse post-crash events in the State and support the Project Lead in framing strategic interventions to strengthen golden-hour response.
  • Reporting Support: Populate and maintain monthly, quarterly, and annual road safety review formats and support data inputs for SRSC, SRSLA, and District Road Safety Committee reviews.

About Pahlé India Foundation

Pahlé India Foundation (PIF) is a New Delhi-based public policy think-and-action tank founded by Dr. Rajiv Kumar,


former Vice Chairman of NITI Aayog. PIF works with central and state governments, multilateral agencies, and


institutional partners on policy research, implementation support, and advisory assignments across sectors including


governance, transport, infrastructure, and public administration. PIF's Northeast Regional Office, based in Guwahati,


leads the Foundation's engagement across Assam, Arunachal Pradesh, Tripura, and Meghalaya, including institutional


strengthening assignments with state government departments and agencies.


About the Assignment

PIF is constituting its proposed Project Management Unit (PMU) for the State Road Safety Lead Agency (SRSLA),


Department of Transport, Government of Arunachal Pradesh. The PMU will provide continual technical, legal, IT, and


outreach support to strengthen road safety governance, planning, implementation, and monitoring across the State —


including preparation of the Arunachal Pradesh Road Safety Vision 2030, district-wise Road Safety Action Plans, and


enforcement, engineering, education, and public-transport-safety interventions delivered in line with MoRTH and


SCCoRS guidelines. This position is being hired against PIF's proposal for the SRSLA PMU assignment and is contingent


on award of the assignment to PIF.


Position Overview

PIF is seeking a Data Analyst to lead the PMU's data management, statistical analysis, and dashboard functions. The role


is central to enabling evidence-based decision-making for SRSLA through integrated data systems and modern road


safety technologies.


Key Responsibilities
