Job summary

AtkinsRéalis is seeking an Experienced MEPF Cost Estimation & Quantity Surveying professional in Mumbai. You will prepare accurate cost estimates for HVAC, electrical, ELV, plumbing, and fire protection systems across all project stages, with detailed quantity take-offs and rate analyses.

You will benchmark costs, prepare tender documentation, evaluate bids, and support procurement while ensuring alignment with project scope and lifecycle requirements.

Qualifications

  • Bachelor's degree in Mechanical or Electrical engineering or related field.
  • MRICS/CCP membership will be an added advantage.
  • Experience in full project lifecycle (estimation to closure) on Oil & Gas projects is essential.
  • Proficient in quantity take-off using AutoCAD, CostX; knowledge of measurement standards is beneficial.

Responsibilities

  • Prepare accurate cost estimates for MEPF works across all project stages.
  • Perform detailed quantity take-offs from drawings, specs, and project information.
  • Develop bottom-up/top-down cost estimates aligned with scope and stage.
  • Prepare rate analysis and build-up for materials, labor, plant and equipment.
  • Identify boilers, HVAC, electrical, ELV, plumbing, fire protection cost components.
  • Validate contractor estimates (quantities, rates, risks) and support procurement.
  • Develop tender and contract documents, bid evaluation reports, and negotiation support.
  • Review drawings, raise RFIs, and update cost projections with design changes.
  • Track project progress, prepare cost reports and manage variations and change orders.
  • Provide cost optimization and value engineering recommendations.

Overview

Experienced MEPF Cost Estimation & Quantity Surveying professional with strong expertise in preparing accurate cost estimates, quantity take-offs, rate analysis, tender documentation, and commercial evaluations for Oil & Gas projects. Responsible for end-to-end cost management, benchmarking, value engineering, risk assessment, and procurement support across the full project lifecycle, leveraging CostX, AutoCAD, and industry-standard measurement methodologies to deliver reliable and cost-effective project outcomes.

Your role
  • Estimation & Cost Planning:
    • Prepare accurate cost estimates for MEPF works across all project stages.
    • Perform detailed quantity take-offs based on drawings, specifications, and available project information.
    • Develop bottom-up and top-down cost estimates aligned with project scope and stage.
    • Prepare rate analysis and build-up for materials, labor, plant, and equipment.
    • Estimate costs for all MEPF systems including:
    • HVAC
    • Electrical and ELV systems
    • Plumbing & drainage
    • Fire protection systems
  • Cost Data, Benchmarking & Analysis:
    • Utilize knowledge of market rates, productivity norms, and location factors.
    • Conduct rate benchmarking against similar projects and historical data.
    • Validate and assure contractor estimates, including:
    • Quantities
    • Rates
    • Risks and opportunities
    • Inflation allowances
    • Indirect costs
  • Tendering & Procurement Support:
    • Prepare Bill of Quantities (BoQ) in accordance with applicable standards.
    • Develop tender and contract documents for contractors and consultants.
    • Identify non-tender items and communicate proactively to clients.
    • Obtain and evaluate bids from contractors and subcontractors.
    • Prepare:
      • Technical and commercial evaluation reports
      • Bid comparison statements
      • Support negotiations with contractors and suppliers.
      • Provide procurement strategy advice to clients.
  • Technical Review & Documentation:
    • Review drawings and specifications and raise RFIs (Requests for Information) for clarifications.
    • Develop assumptions and exclusions during early-stage estimates.
    • Prepare estimation assurance reports highlighting observations and gaps.
    • Monitor design and construction changes and update cost projections accordingly.
  • Project Cost Control & Change Management:
    • Track project progress and prepare cost reports and forecasts.
    • Quantify and manage project variations, including:
    • Time and cost impact assessment
    • Supporting documentation and justification
    • Maintain and update the commercial risk register.
  • Value Engineering & Advisory:
    • Provide cost optimization and value engineering recommendations.
    • Advise clients on cost-effective design and construction strategies.
    • Assess financial and construction risks and propose mitigation strategies.
  • Lifecycle Costing (Preferred):
    • Prepare whole life cycle cost analysis (LCCA).
    • Perform financial evaluations including Net Asset Value (NAV) calculations (preferred/advantageous).
About You
  • Use estimation software such as:
    • Experience in Cost-X will be added advantage.
    • Excel-based cost models.
    • Experience in Aspen software is required.
  • Ensure proper documentation and version control of estimates.
  • Strong knowledge of MEPF systems and services (internal & external) for Proven experience working on Oil & Gas projects is essential.
  • High proficiency in cost estimation, rate analysis, and benchmarking
  • Strong analytical and commercial acumen
  • Excellent communication and teamwork skills
  • Ability to manage multiple deadlines in fast-paced environments
  • Bachelor's degree in Mechanical / Electrical engineering or related field
  • Charted membership of RICS (MRICS)/CCP(AACE) will be added advantage.
  • Experience in full project lifecycle (estimation to closure)
  • Experience across industrial, commercial, or infrastructure projects preferred
  • Commercial awareness and risk assessment
  • Familiarity with international standards and best practices
  • Proficient in quantity take off using AutoCAD, CostX.
  • Knowledge of Standard measurement methods like NRM, CESMM, POMI, Uniformat, Master format will be added advantage.
