We seek a Construction Engineer to oversee onsite works, coordinate contractors, and ensure project performance while maintaining safety, quality, and adherence to schedules.

The role requires 5–10 years of onsite experience on major projects and qualifications in engineering, with a preference for a postgraduate degree in construction management.

Qualifications

• Minimum 5–10 years onsite experience on major projects in infrastructure, real estate, power, steel or chemicals.
• Postgraduate or graduate in an engineering discipline.
• Postgraduate degree/diploma in construction management (preferable).

Responsibilities

• Monitors overall job site health, safety and environment performance and ensures contractors protect workers.
• Responsible for construction supervision and contract administration for assigned project portions.
• Assists in coordinating design deliverables to support construction.
• Acts as job site point of contact for all contractors in the assigned area.
• Leads project safety meetings and participates in safety programs.
• Communicates deficiencies and non-conformances to Construction Manager.
• Assists with estimating, scheduling, cost control, measurement verification and invoicing for contractor work.
• Leads bill certification, quantity measurement and change management processes.
• Acts as administrative spokesperson during Construction Manager's absence.
• Contributes to proposals and business improvement activities with construction input.
• Participates in constructability planning for the project.
• Provides inputs for progress reports and tracks contractor rates to plan schedules.
• Addresses site issues and develops remedies with Construction Manager.
• Coordinates between construction and commissioning and supports handover policy.
• Ensures project safety and quality plans are implemented.

Purpose & Scope of Position

The Construction Engineer is responsible for overseeing and coordinating the project works contractors and maintaining the project performance goals. He coordinates work efforts and ensures activities are sequenced in accordance with the project schedule. A construction engineer must be a competent person in the construction business so that he accurately evaluates the methods and performance in all respects of the particular scope elements of the project for which he is accountable.

Experience

• Minimum 5 – 10 years of onsite experience on major projects under any sector – Infrastructure, Real Estate, Power, Steel or Chemical
• Involvement in at least 2 significant major project similar in size and scope as delivered by TCE

Qualification

• Postgraduate or graduate in an engineering discipline
• Post graduate degree/diploma in construction management (preferable)

Key Responsibilities

1. 1. Monitors overall job site health, safety and environment performance and verifies that contractors are protecting their workers at the job site.
2. 2. Responsible for construction supervision and contract administration including supervision of contractors and their subcontractors for assigned portions of the project.
3. 3. Assists in the coordination of the design deliverables to support continuous and efficient construction.
4. 4. Job site point of contact for all contractors in his assigned area of the project.
5. 5. Plans and chairs project safety meetings, assists with incident investigations and reporting, and participates in TCE safety programs and initiatives.
6. 6. Communicates the identification, management and resolution of deficiencies and non-conformance to the Construction Manager.
7. 7. Assists with construction estimating, scheduling, reporting, cost control, measurement verification and invoice certification for all work being performed by the contractor in his assigned area of the project.
8. 8. To lead complete Bill Certification process, Measurement of Quantities, resolution of extra scope for assigned construction area or structure or domain or discipline. Enforce Change Management and Request for Information (RFI) management process
9. 9. During absence of the Construction Manager, act as administrative spokesperson.
10. 10. Assist with the development and review of construction related information for the purpose of proposals and other related business improvement activities.
11. 11. Participate in and provide construction input for project constructability plans.
12. 12. To provide inputs for daily, weekly and monthly progress reports, track contractor’s asking rates for major construction activities, to workout catch up plans suit to site conditions
13. 13. Assist the Construction Manager to address site issues and developorimplement a remedy.
14. 14. Assist in coordinating between constructions and commissioning and establishing an effective handover policy.
15. 15. Ensures that Project safety plan and project quality plan is strictly implemented
