Organizational Setting and Reporting Relationship

The position of Climate Change Officer (Climate Change Adaptation) is assigned to the Strategy and Engagement Division (CCSE) within the Climate Change and Sustainable Development Department (CCSD). You will be outposted to India Resident Mission (INRM) in New Delhi. You will report to the Country Director, INRM, and to a designated technical international staff in CCSE.

Your Role

As a Climate Change Officer (Climate Change Adaptation), you will lead, coordinate, and provide technical and administrative support ensuring ADB operations in India to contribute to the country’s and ADB’s climate change agenda in line with ADB’s Strategy 2030 and its mid‑term review, and the Climate Change Action Plan 2023‑2030. You will engage with ADB’s clients and work with ADB team members on the country’s climate agenda, support programs promoting climate‑resilient and low‑carbon development as well as regional initiatives originating and supporting climate investments. This will include upstream analysis, country partnership strategy development and implementation, and annual country programming. You will also coordinate, manage, and implement technical assistance activities, and collaborate with sector teams to design and implement investments that maximize climate outcomes. Additionally, you will deliver knowledge services, build capacity, foster regional cooperation, and represent ADB in events. In this role you will work closely with regional climate focal points and with the broader ADB climate team.

You Will

a. Country Partnership Strategy and Country Programming

• Integrate priorities on climate resilience, low carbon transition, and disaster risk management (DRM) into the preparation and implementation of the country partnership strategy and annual country programming, including the development and conduct of upstream diagnostics and support engagement with implementing agencies, ministries and other stakeholders, including civil society organizations (CSOs) on climate change operations; maintain an overview of climate operations in the country, including lending, non‑lending, public–private partnerships, and nonsovereign operations.
• Support project origination, development, programming and implementation across sovereign and private sector operations.
• Support the Country Director and resident mission team in the engagement on the climate agenda and the coordination with the DRM team.

b. Investments, Policies, Strategies, and Frameworks

• Lead policy dialogue with government counterparts on climate change and bring in DRM and other relevant colleagues as necessary.
• Provide support in tracking emerging global issues on the climate agenda and related areas, including DRM, and undertake research, data collection, and analysis to support project development, policy, and sector work.
• Oversee regional initiatives ensuring high‑quality technical outputs, partner coordination, stakeholder engagement, and ADB representation.
• Provide technical expertise to support the development, processing, implementation, and monitoring of climate change investment projects financed by ADB and support project teams in assessing climate change risks and hazards, estimating climate finance and GHG emissions, and integrating climate considerations into project preparation and implementation.
• Contribute to the preparation and implementation of technical assistance and support the mobilization, tracking, and monitoring of climate finance to ensure effective project delivery and reporting.

c. Knowledge Generation and Management

• Provide technical inputs and help develop and implement knowledge management plans and learning and training activities.
• Contribute to the preparation and hosting of events at national and international fora and conferences, as well as in collecting, reviewing, and maintaining information on climate change, climate finance, disaster resilience and other climate‑related information.
• Develop and strengthen partnerships with external stakeholders, including donors, CSOs and other agencies to identify co‑financing opportunities and share best practices.

d. Operational Support

• Coordinate with relevant colleagues to provide input for the preparation and update of the climate‑related work and accomplishment reports, including assessment of resource requirements; and participate in internal working groups and learning opportunities as assigned.

You Will Need

• Bachelor’s degree in climate, environmental sciences, economics, engineering, or related fields preferably with advanced training.
• At least 8 years work experience in climate change mitigation and adaptation, climate change policy, climate finance and/or project development and implementation. Broad understanding of the climate change agenda, particularly in climate change policy and strategy. In‑depth experience in at least one sector, including implementation experience, is preferred.
• Demonstrated experience working on the climate‑and disaster resilience agenda with government agencies and multiple stakeholders; conducting research and producing analytical and technical reports for diverse audience; experience with multilateral financial institutions is an advantage.
• Excellent communication and interpersonal skills including demonstrated ability to work collaborative effectively, manage multiple tasks, set priorities, meet deadlines, and learn continuously.
• Written and verbal proficiency in English and local language.
• Two years of relevant experience outside ADB within the past five years is required. Years as an ADB‑engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022–2027), a strategic initiative aimed at enhancing ADB’s in‑house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short‑term assignments in other departments or offices, when required.

This opening is a local staff position. It is open only to nationals and permanent residents of India.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed‑term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium‑term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
