Job summary

SYSTRA India invites seasoned professionals to join as Chief Testing and Commissioning Expert for major rail transit projects. The role focuses on integrating subsystems, ensuring regulatory approvals, and delivering readiness for commercial operation.

You will lead multi-disciplinary testing, manage NCs, supervise handover to Operations & Maintenance, and train staff. A strong engineering background and 20+ years in rail-based systems are required.

Qualifications

• Engineering graduate with English reading/writing speaking essential.
• Minimum 20 years post-qualification experience in Rail-based Passenger Transit systems.
• 5 years' experience planning and supervising trial tests and commissioning of subsystems.
• Experience obtaining statutory approvals for commercial operation as Chief Testing and Commissioning Expert or equivalent.
• Must have experience of 1 Eligible Assignment for at least 2 years of continuous deployment.

Responsibilities

• Develop the Master Testing and Commissioning Plan (MTCP) with cost, schedule, and resources.
• Lead statutory clearances and safety certification with regulators.
• Direct interface testing between Signaling, Rolling Stock, and Power systems (SIT).
• Oversee trial runs, validate performance and readiness for shadow operation.
• Manage defect tracking and closure of Non-Conformities across interfaces.
• Handover to Operations & Maintenance with training and documentation.

Currently, we are bidding for Semi High Speed Rail projects across India. The position of Chief Testing and Commissioning Expert is the key position in these BIDs.

Missions/Main Duties

• System Integration Strategy & Planning: Develop the comprehensive Master Testing and Commissioning Plan (MTCP). This includes defining the T&C strategy, budget, schedule, and necessary resources for all railway subsystems (Signaling, Power, Rolling Stock, Telecoms, Track, etc.) and ensuring their successful technical and operational integration.

• Statutory Compliance and Safety Certification: Act as the primary technical point of contact for obtaining Statutory Clearances and Safety Certification from regulatory authorities (e.g., Commissioner of Railway Safety). This involves managing the preparation and submission of all critical safety dossiers and test reports.

• Lead System Integration Testing (SIT): Direct the complex interface testing between major subsystems, such as validating the communication and functional response between the Signaling System (e.g., ETCS), the Rolling Stock (trains), and the Power Supply/Traction system.

• Operational Readiness & Trial Run Management: Oversee all stages of trial and dynamic testing, including running trains at maximum projected speeds to validate ride quality, braking performance, and system stability under real-world conditions. This culminates in declaring the line ready for shadow operation.

• Defect Management and Resolution: Establish and enforce a rigorous process for managing Non-Conformities (NCs) and defects found during T&C. The expert is responsible for tracking all open items to closure and verifying that corrective actions do not negatively impact other system interfaces.

• Handover, Training, and Documentation: Lead the formal Handover Process to the Operations and Maintenance (O&M) team. This includes approving final system manuals, maintenance procedures, and ensuring the operational staff is fully trained and competent to safely run the railway.

Profile/Skills

• Qualification: Graduate in Engineering with working knowledge of reading, writing and speaking in English [additional marks for PG in Engineering]

• Minimum Experience: 20 years post minimum qualification in any Rail based Passenger Transit System [additional marks for more experience in any Rail based Passenger Transit System*]

• Relevant Experience: 5 years’ experience for two works of Planning and supervising Trial tests and commissioning of subsystems of Rail based Passenger Transit system and obtaining statutory approvals for Commercial operation as Chief Testing and Commissioning Expert or equivalent position [additional marks for more experience; experience in position one level below allowed with less weightage]

• Eligible Assignment**(see below): Must have experience of 1 Eligible Assignment as Chief Testing and Commissioning Expert or equivalent position for a full-time continuous deployment period not less than 2 years [additional marks for more Eligible Assignments; less weightage for position one level below]

Rail-based Passenger Transit System s must mean

• High Speed Transit System / Regional Rail Transit System (with operational speed of 160kmh and above) OR
• Urban/Suburban/Intercity/Mass Rapid Transit System (MRTS) [excluding LRT with design PHPDT less than 20000/Tram/Monorail Systems]

Shall mean experience of working as a personnel of General Consultant / Project Management Consultant / Employer’s Personnel in a work / project in a Rail based Passenger Transit System with operational speed of 160 kmph or more comprising:

• Construction of Civil structures (at-grade/elevated/underground) AND
• Installation of Systems (Track, Rolling Stock, Traction & Power Supply, Signalling)

Including Detailed Design or Proof checking of designs; Bid Process Management; Project and Interface Management; Construction Supervision and System Installations and Testing & Commissioning
