Job summary

SYSTRA India is seeking a Chief Telecommunications Expert to lead the telecom design and integration across metro, high-speed rail, and MRTS projects. You will drive architecture for wired/wireless networks, ensure safety-critical communications, and manage testing and handover activities with a focus on reliability and standards compliance.

Qualifications

• Graduate in Electronics and Communication Engineering or equivalent with working knowledge of English.
• Minimum 20 years post-qualification experience in Telecom, with at least 10 years in Rail-based Passenger Transit systems.
• Experience in review of design, implementation and integrated testing for telecom systems in rail projects.

Responsibilities

• Define the overall communication architecture (wired and wireless) for high-speed and backbone networks.
• Oversee safety-critical systems like GSM-R and SCADA for remote monitoring of power infrastructure.
• Direct design and integration of Station Information and Surveillance Systems (SISS) including CCTV, PA, PIDS, and station Wi-Fi.

Currently, we are bidding for Semi High Speed Rail projects across India. The position of Chief Telecommunications Expert is the key position in these BIDs.

Missions/Main Duties

• System Architecture and Design: Define the overall communication architecture (wired and wireless), leading the design of the high-speed, redundant Fiber Optic Transmission System (FOTS) and IP/MPLS backbone network.
• Operational Communication Systems: Oversee the implementation of safety-critical operational systems like GSM-R (or equivalent radio systems) for train-to-ground communication and SCADA for remote monitoring of power infrastructure.
• Passenger and Station Systems (SISS): Direct the design and integration of all Station Information and Surveillance Systems (SISS), including CCTV, Public Address (PA), Passenger Information Displays (PIDS), and station Wi-Fi/access networks.
• Interface and Integration Management: Ensure seamless, fail‑safe integration of the telecom network with core railway systems, particularly Signaling (Train Control/ETCS) and Power Supply, as critical communication links depend on it.
• Technical Compliance and Standards: Act as the final technical authority, ensuring all telecommunication designs, equipment, and installation procedures adhere to international railway standards and project‑specific technical specifications.
• Testing, Commissioning, and Handover: Develop and execute the comprehensive testing and commissioning plan, including Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT), and manage the final technical handover of systems to the maintenance authority.

Profile/Skills

• Qualification: Graduate in Electronics and Communication Engineering or equivalent with working knowledge of reading, writing and speaking in English [additional marks for PG in Electronics and Communication Engineering or equivalent]
• Minimum Experience: 20 years post minimum qualification in Telecom out of which at least 10 (ten) years in any Rail based Passenger Transit System [additional marks for more experience in any Rail based Passenger Transit System*]
• Relevant Experience: 5 years’ experience for Review of Design, Implementation and Integrated Testing and Commissioning of Telecom system including Interface with other sub-systems for Rail Based Passenger Transit System as Chief Telecommunications Expert or equivalent position [additional marks for more experience; experience in position one level below allowed with less weightage]
• Eligible Assignment** (see below): Must have experience of 1 Eligible Assignment as Chief Telecommunications Expert or equivalent position for a full-time continuous deployment period not less than 2 years [additional marks for more Eligible Assignments; less weightage for position one level below]
• Rail‑based Passenger Transit System shall mean
  • High Speed Transit System / Regional Rail Transit System (with operational speed of 160kmh and above) OR
  • Urban/Suburban/Intercity/Mass Rapid Transit System (MRTS) [excluding LRT with design PHPDT less than 20000/Tram/Monorail Systems]
• Shall mean experience of working as a personnel of General Consultant / Project Management Consultant / Employer’s Personnel in a work / project in a Rail based Passenger Transit System with operational speed of 160 kmph or more comprising:
  • Construction of Civil structures (at-grade/elevated/underground) AND
  • Installation of Systems (Track, Rolling Stock, Traction & Power Supply, Signalling)

Including Detailed Design or Proof checking of designs; Bid Process Management; Project and Interface Management; Construction Supervision and System Installations and Testing & Commissioning
