Position: Billing Engineer Civil Works

Department: Projects / Contracts / QS
Location: Kanpur Nagar
Reporting To: Project Manager / Contracts Manager

Role Purpose

To handle measurement, billing, and certification of civil construction works by preparing RA bills, final bills, BOQs, and quantity take-offs, ensuring accuracy, contract compliance, and timely submission to support smooth project cash flow.

Key Responsibilities
1. Measurement & Quantity Take-Off
  • Prepare detailed measurements for civil works including excavation, RCC, PCC, masonry, plastering, flooring, finishing, and structural works.
  • Perform quantity take-offs from drawings and approved BOQs.
  • Verify quantities executed at site with drawings and specifications.
2. Billing & Documentation
  • Prepare and submit Running Account (RA) bills, interim bills, and final bills for civil items.
  • Ensure bills are prepared as per contract terms, BOQ rates, and approved drawings.
  • Maintain proper billing records, abstracts, and supporting documents.
3. Client & Consultant Coordination
  • Coordinate with clients, consultants, and PMC for bill certification and approvals.
  • Address billing queries, clarifications, and discrepancies raised by consultants.
  • Attend site meetings related to billing and commercial issues.
4. Subcontractor Billing
  • Verify and certify subcontractor bills as per executed quantities and agreed rates.
  • Maintain subcontractor billing records and reconciliation statements.
5. Variation & Extra Item Billing
  • Identify extra items, deviations, and variations from contract scope.
  • Prepare rate analysis and justification for non-BOQ / extra items.
  • Assist in obtaining approvals for variation orders.
6. Reconciliation & Cost Control
  • Maintain material reconciliation statements (cement, steel, etc.).
  • Monitor consumption versus theoretical quantities.
  • Assist in project cost control and budget tracking.
7. Final Accounts & Close-Out
  • Prepare final bills and account close-outs upon project completion.
  • Assist in final reconciliation, recovery statements, and claim settlements.
  • Ensure all billing-related documents are complete and properly archived.
8. Compliance & Record Keeping
  • Ensure compliance with contractual, statutory, and audit requirements.
  • Maintain updated records of drawings, revisions, and approvals.
  • Support internal and external audits as required.
Candidate Profile
Education
  • Diploma / B.E. / B.Tech in Civil Engineering
Experience
  • 3–10 years of experience as a Billing Engineer / Quantity Surveyor (Civil)
  • Experience in buildings, infrastructure, industrial, or EPC projects
  • Strong knowledge of civil BOQs, specifications, and contract billing
Technical Skills
  • Proficiency in AutoCAD, MS Excel, MS Project
  • Knowledge of rate analysis, BOQs, and measurement standards (IS Codes)
  • Familiarity with ERP systems is an advantage
