Job summary

State Street Corporation seeks a VP of Basel Policy and Regulatory Reporting to translate Basel III rules into policy and reporting actions. You will oversee RWA calculations, capital ratios and regulatory filings while guiding product and activity reviews.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics or related field.
  • 8+ years in banking/financial services with capital markets exposure and Basel rules knowledge.
  • Experience with regulatory filings and governance documentation preferred.

Responsibilities

  • Interpret U.S. Basel III regulatory capital rules and advise on capital treatment of new products and activities.
  • Oversee RWA calculations, exposure measurement and regulatory capital reporting.
  • Prepare regulatory filings and disclosures (FFIEC, FR Y-14Q, FR Y-9C, FFIEC 031/ FFIEC 101/102).
  • Monitor regulatory developments and assess impact on capital ratios and leverage exposure.

Who we are looking forThe Basel Policy and Regulatory Reporting function plays a critical role in ensuring that the Bank’s regulatory capital interpretations, capital calculations and regulatory filings are accurate, well controlled and compliant with applicable U.S. Basel III rules, while also assessing the impact of upcoming Basel III Endgame requirements to inform senior management decision-making.The ideal candidate will combine strong technical knowledge of U.S. regulatory capital rules and regulatory reporting requirements with the ability to interpret complex regulations, execute and oversee capital calculations, evaluate new business activities and product structures, support implementation of regulatory change, and collaborate effectively with business, Finance, Risk, Regulatory Affairs, Technology, Audit and senior management stakeholders.Why this role is important to usThe team plays an important role in the overall success of the organization by supporting accurate, compliant and decision-useful regulatory capital outcomes. State Street is subject to both Standardized and Advanced approaches under the U.S. Basel III regulatory capital framework and is expected to maintain robust processes for interpreting capital requirements, calculating RWA and leverage exposure, producing regulatory filings and adapting to Basel III Endgame developments.In this role, you will help strengthen the Bank’s Basel program by connecting policy interpretation, capital analytics, data and controls, regulatory reporting execution and strategic regulatory change management in a manner that is scalable, well governed and responsive to business and supervisory expectations.What you will be responsible forThe Basel Policy and Regulatory Reporting VP will primarily focus on the following areas:Regulatory policy interpretation and advisory:Provide technical interpretation of U.S. Basel III regulatory capital rules, including Standardized and Advanced approaches, and assess the implications of Basel III Endgame developments.Advise business units and functional partners on the capital treatment of new products, new activities, transaction restructurings and capital optimization initiatives.Develop policy materials, interpretive memoranda and governance documentation addressing key regulatory capital matters.Capital analysis and regulatory change:Monitor regulatory developments issued by the U.S. banking agencies and the Basel Committee on Banking Supervision and evaluate their impact on the Bank’s capital ratios, RWA and leverage exposure.Participate in industry quantitative impact studies and collaborate with Regulatory Affairs and industry forums on proposed regulatory changes.RWA calculation and reporting:Oversee monthly, quarterly and annual deliverables related to capital ratios, RWA calculations, exposure measurement and regulatory capital reporting.Validate critical data elements used for exposure and RWA calculations across selected products and support close analysis, variance explanations and senior management reporting.Prepare or review regulatory filings and disclosures, including FFIEC 101, FFIEC 102, FR Y-14Q, FR Y-9C, FFIEC 031, FR Y-15 and regulatory capital disclosures in SEC filings, as applicable.Controls and data:Maintain and enhance procedures, controls and documentation to support accurate and compliant capital calculations and reporting.Support user acceptance testing of Risk Data Lake logic updates, new product onboarding and implementation of regulatory or reporting changes.Identify potential weaknesses in capital treatments, calculations, data or processes; escalate issues; and drive remediation through completion.Governance, assurance and team leadership:Support internal and external audit, assurance reviews and regulatory inquiries related to capital interpretation, calculation, reporting and controls.Manage or contribute to the annual Advanced Systems Assessment and related cross-functional governance activities.Coach, mentor and develop team members while promoting cross-training, knowledge expansion and consistent execution standards.What we valueThese skills will help you succeed in this roleAdvanced knowledge of U.S. regulatory capital rules, including Basel III, Basel III Endgame, Standardized and Advanced approaches, RWA, leverage exposure and related regulatory reporting requirements.Understanding of banking products, capital markets activities, GAAP concepts, risk management principles and regulatory reporting frameworks.Strong analytical, critical thinking and problem-solving skills, with the ability to evaluate complex regulatory, data and calculation matters and develop practical solutions.Experience managing projects, driving remediation, supporting implementation of regulatory change and executing deliverables under tight timelines in a controlled environment.Excellent verbal and written communication skills, including the ability to prepare executive-ready materials and explain complex issues clearly to senior stakeholders.Strong relationship-building skills and ability to collaborate across Finance, Risk, Business, Regulatory Affairs, Technology, Audit and other control functions.Leadership skills, including the ability to coach, mentor and develop team members while promoting accountability and high-quality execution.Proficiency in PowerPoint, Word, Excel and similar tools;
