Overview

AMR Clinical Lead role focusing on clinical leadership of the AMR program, with responsibilities spanning clinical care, research, and program strategy in MSF operations in India (Patna, Delhi, Bangalore region).

Responsibilities

• Provide clinical leadership to the AMR program to achieve program objectives from Delhi / Bangalore.
• Lead and manage clinical HIV care and the research component of the AMR program.
• Evolve the medical strategy according to needs and provide implementation support; promote quality and uphold MSF-OCA standards of clinical care.
• Support medical director and other platforms in OCA to implement research outputs.
• Functionally manage the project medical lead of the clinical care component and research coordinator and allied team.

Key Accountabilities

• Reduced mortality and morbidity in patients treated for AHD by improving access to care and comprehensive medical care in the MSF Patna project.
• Improve access to AHD care and monitor the provision of comprehensive medical care for admitted patients according to MSF OCA standards.
• Ensure improvement and maintenance of MSF OCA quality standards across hospital management, HR deployment, medical supply, clinical care, patient safety, health promotion and outreach.
• Provide specialist medical advice through MSF telemedicine, OCA public health department, or other validated sources.
• Update or create treatment protocols per OCA standards and monitor adherence.
• Maintain and improve medical supply lists with project medical team, country pharmacist, and OCA public health advisor.
• Ensure procurement of medical supplies according to quality assurance framework.
• Ensure safety related to medical issues (bio-safety, universal precautions, health and safety) per MSF policies and procedures.
• Oversee epidemiology and social medicine strategy and activities per agreed frameworks.
• Ensure compliance with health policies, ethics, strategies, procedures and tools of OCA.
• Advise and support the project management team on access to MSF Patna project, community networks, and routine monitoring and evaluation of medical care activities.
• Plan activities and resources (HR, medical supply, laboratory, referrals, finances) to achieve project objectives; manage stock of medical supplies.

Strategy Development and Planning of the AMR Program

• Develop and steer program strategy with the program lead to achieve AMR program objectives across clinical care, research, learning and advocacy.
• Design and deliver a multi-year program plan inclusive of all AMR components; adapt strategy to meet needs of patient groups and program goals.
• Lead or participate in advisory platforms and implement strategic and technical advice.
• Contribute to annual and multi-year budget planning and management; develop, present and revise annual plans according to MSF processes.
• Draft and submit routine reports to accountability platforms; represent the AMR program in MSF OCA platforms.
• Contribute to ethical oversight of MSF interventions in Bihar and the AMR program’s clinical care and research processes.

Research, Learning and Advocacy

Research

• Evolve the research agenda through collaboration and consultations; organize research teams relevant to the AMR agenda (including HIV and other clinical research).
• Constitute, steer and manage project-level research teams; draft, evolve and adapt SOPs for the research cycle.
• Steer and monitor research activities in the hub and coordinate with spokes.

Learning

• Contribute to drafting the L&D strategy of the AMR program.
• Foster a learning environment in the Patna hub aligned with the L&D strategy.

Advocacy and Communication

• Lead medical advocacy activities for the clinical care component (related to HIV care).
• Contribute to drafting the advocacy strategy and building advocacy networks and platforms.
• Plan and implement medical advocacy and communication activities related to the AMR program.

Data Management

• Enable deployment and maintenance of standard data tools for routine patient care.
• Plan and deploy research data tools; ensure collection of quality data for routine care, research and advocacy.
• Ensure compliance with MSF OCA and Indian government data policies and regulations.

Partnerships, Collaborations and Representation

• Explore and build regional and international medical networks relevant to AMR objectives.
• Develop collaborations for research in hub and spokes; participate in regional and international AMR symposia and meetings.
• Represent the AMR program with collaborators and partners.

Key Interactions

• Program leadership: collaborate with Program lead to provide effective leadership.
• Steering committee: interact with medical director and steering committee to set strategic direction.
• Medical Support Team: co-chair a team of technical advisors and enable implementation of advice.
• Operational Support Team: update and seek operational support as needed.
• OCA India program: periodically interact with medical coordination to share resources and information.
• Medical team in Patna: provide functional support to medical team lead and research coordinator.

Requirements

Educational Qualifications & Functional / Technical Skills

• Essential: Professional degree in Medicine (MBBS or equivalent) with Masters or specialization in Public Health or clinical Microbiology, Internal Medicine or Clinical Pharmacology.
• Licensed medical practitioner with registration in their country of practice.
• Ability to independently practice and supervise other clinicians.
• 5 years of field humanitarian experience with MSF or similar org; at least 2 years supervising medical programs as an independent clinician in unstable or conflict areas.
• Strong management and leadership skills.
• Experience in policy formulation, financial and human resource management.
• Good communication skills and command of English.
• Contract duration: 24 months with possible extension.
• Monthly gross salary: INR 3,18,443 (non-negotiable); final salary per MSF policy.
• 13th month salary, accidental insurance, provident fund contributions.
• Leave: 30 days annual leave; 12 public holidays; 12 days sick/casual leave (pro-rated).
