Job summary

Turner & Townsend is seeking an experienced Utilities Interface Manager in Ireland to lead interface coordination and security for major rail project enabling works. You will drive development of the interface strategy and ensure effective collaboration among contractors and stakeholders.

You will manage multi-disciplinary teams, align with governance, and ensure delivery within HSSEQ, time and cost constraints while advancing safety culture and regulatory compliance.

Qualifications

• 15 years’ experience with at least 5 years’ in interface/construction/project management within high-value rail projects.
• Minimum Level 8 degree in engineering/construction/project management; Masters advantageous.
• Memberships in SCSI/RICS, CIOB, IEI or CIArb; Six Sigma preferable.

Responsibilities

• Coordinate with heads of functions to establish development and delivery interfaces.
• Develop and implement the interface strategy for the enabling works lifecycle.
• Assess and modify the Interface Agreement to ensure successful delivery.
• Consult with internal departments on interface strategy and external stakeholders.
• Collaborate with the Project Delivery Partner and Contractors on implementation.
• Manage interfaces with external stakeholders (councils, NTA, ESB, etc.).
• Identify key interfaces and clarify responsibilities/ownership.
• Plan and execute in line with HSSEQ, scope, time and cost parameters.
• Oversee physical site security where required.
• Provide guidance to the interface team and ensure quality delivery.

Job Description

The Utilities Interface Manager shall be responsible for the management of all interface activities in line with the overall planning and logistics management process for the enabling works portion of the project, assuming responsibility for the development of logistics, construction integration and security strategy for the project. The role holder will lead on all the aspects of interface coordination and security as well as construction integration in both the pre-construction phase and construction and delivery phase of the enabling works on a major Rail project where required.

• The Utilities Interface Manager will coordinate with the heads of the functions in the establishment of the Development and Delivery function, providing support in cross functional integration and ensuring there is an efficient interface between various stakeholders where appropriate.
• Support the Directorate in the development of the interface strategy which covers the entire enabling works project lifecycle, identifying, planning and documenting how the various contracts, systems and stakeholders shall interface and collaborate during the delivery of the project, including the Utilities Infrastructure Contracts and other Core Contracts
• Review and consider the Interface Agreement currently being developed by the client and its impact on the development of the interface strategy, and where necessary consider, suggest and implement any changes required to both the project interface strategy and the Interface Agreement to ensure the successful delivery of the major project.
• Ensure that relevant departments within the project delivery team are consulted when reviewing and developing the interface strategy and Interface Agreement, particularly where there are issues with external stakeholder and/or points of integration with other projects and programmes
• Share, communicate and collaborate with the Project Delivery Partner and Contractors in the implementation of the interface strategy
• Coordinate the inputs and manage the interface with any external stakeholders (for example Dublin City Council, Fingal County Council, National Transport Authority, Uisce Eireann, Gas Networks Ireland, ESB Networks, Telecoms etc.) as the project is delivered and in line with any agreements in place between organization and the external stakeholders
• Identify all key interfaces and ensure effective management arrangements are in place to ensure the scope of the interface is clearly defined, understood and that boundaries between interfacing work packages are clear on responsibilities / ownership
• Coordinate all projects / work packages and maintain effective communications with interfacing stakeholders to achieve required delivery requirements
• Plan and execute in accordance with all HSSEQ, scope, time and cost parameters
• Oversee, where required, the physical site security of operations (e.g., security guards, CCTV etc.).
• Provide technical guidance and support to the interface team in managing an efficient delivery of the project
• Coordinate with the wider project teams for works in progress, agreeing specifications and standards, construction supervision and testing requirements, providing recommendations for final acceptance of completed works
• Provide input into the relevant project management processes and procedures
• Ensure clear coordination with other aspects of the projects (e.g., electrical, mechanical, architectural, structural design) to ensure interfaces are functional

Qualifications

• 15 years’ experience with at least 5 years’ experience interface management / construction management / project management experience in high value metro rail projects or projects of a similar scale and complexity
• Minimum Level 8 degree (or equivalent) in relevant subject area e.g., engineering, construction, project management
• Level 9 Masters in relevant field would be advantageous (or equivalent masters)
• Professional Memberships: SCSI / RICS, CIOB, IEI or similar, CIArb
• Six Sigma or equivalent preferable

Experience & Skills

• Managing contractor, consultants and other advisors throughout large and complex construction projects, in a regulated environment (including NEC contracts)
• Delivering within regulated and unionised environments

• Working within safety critical and regulated environments such as metro / rail

• Dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and providing guidance to support project delivery and reporting
