Job summary

Lex Consultancy in Dublin is seeking a senior manager to own and drive the organisation's critical supplier and outsourcing framework. You will partner with Operations, Technology, Risk, Compliance, Legal and Procurement to ensure regulatory alignment and robust third-party risk management.

The role offers visibility, ownership and influence in a high-impact governance environment, with hybrid working after an initial training period and a competitive salary plus bonus and benefits.

Qualifications

• 6+ years' experience in outsourcing, third-party risk, operational risk or a related financial services function.
• Hands-on experience managing or enhancing a critical supplier or outsourcing framework in a regulated environment.
• Strong knowledge of the CBI Cross Industry Guidance on Outsourcing.
• Good understanding of outsourcing, third-party risk and operational resilience requirements.
• Experience overseeing ICT and cloud service providers in a regulated environment.
• Excellent regulatory documentation and Board-level reporting capability.
• Strong senior stakeholder management and programme delivery skills.
• Experience with DORA and ICT third-party risk management.
• Irish financial services experience across banking, insurance, MiFID or payments.

Responsibilities

• Own and enhance the end-to-end critical supplier and outsourcing framework.
• Maintain the Register of Outsourced Functions and Critical/Important Functions (CIFs).
• Lead supplier governance from due diligence and onboarding through monitoring and exit.
• Ensure critical supplier contracts meet regulatory, SLA, audit, sub-outsourcing, data protection and business continuity requirements.
• Act as a subject matter expert on the CBI Cross Industry Guidance on Outsourcing and operational resilience expectations.
• Ensure outsourcing arrangements meet Irish and EU regulatory requirements.
• Manage regulatory submissions, notifications and supporting documentation.
• Support CBI inspections, internal audits and thematic reviews.
• Monitor regulatory developments and translate them into practical business requirements.

The Opportunity

You will lead the continued development of the organisation'scritical supplier and outsourcing framework, partnering with senior stakeholders across Operations, Technology, Risk, Compliance, Legal and Procurement.

Key Responsibilities

Outsourcing Framework

• Own and enhance the end-to-end critical supplier and outsourcing framework.
• Maintain the Register of Outsourced Functions and Critical/Important Functions (CIFs).
• Lead supplier governance from due diligence and onboarding through monitoring and exit.
• Ensure critical supplier contracts meet regulatory, SLA, audit, sub-outsourcing, data protection and business continuity requirements.

Regulatory & CBI

• Act as a subject matter expert on theCBI Cross Industry Guidance on Outsourcingand operational resilience expectations.
• Ensure outsourcing arrangements meet Irish and EU regulatory requirements.

• Support CBI inspections, internal audits and thematic reviews.
• Monitor regulatory developments and translate them into practical business requirements.

Third-Party Risk

• Lead risk-based due diligence across critical and important suppliers.
• Assess financial, operational resilience, cyber, information security and concentration risks.
• Develop and maintain supplier risk-tiering methodologies.
• Monitor supplier performance against SLAs, KPIs and risk indicators.
• Oversee supplier incidents, disruptions and failure events.
• Assess sub-outsourcing and supply-chain concentration risk.

Governance & Stakeholders

• Prepare Board and Committee reporting on outsourcing and supplier risk.
• Provide expert challenge through outsourcing governance forums.
• Advise business units on new and renewing outsourcing arrangements.
• Build strong relationships across Operations, Technology, Risk, Compliance, Legal and Procurement.
• Drive delivery and framework improvements without direct line authority.

What We're Looking For

• 6+ years' experiencein outsourcing, third-party risk, operational risk, supplier risk or a related financial services function.
• Hands-on experience managing or enhancing acritical supplier or outsourcing frameworkin a regulated environment.

• Corporate banking, asset management or fund administration experience will also be considered.
• Knowledge of EBA Outsourcing Guidelines and ESMA requirements.
• CBI supervisory, thematic review or regulatory inspection experience.
• Experience with concentration risk assessment.
• Exposure to third-party risk or operational resilience platforms.
• Relevant qualifications such asIRM, QFA, CFA, CTPRP or CTPRA.
