Job summary

Inland Fisheries Ireland is advertising a Records Management Officer to join the Corporate Services team. The role develops information governance initiatives for archives, records management, and retention across both hardcopy and electronic formats.

The officer will support the Secretariat & Compliance Manager in implementing an organisation-wide strategy, lead risk-aligned governance practices, and travel nationally to IFI sites as needed.

Qualifications

  • A full Category B driving licence recognised in Ireland.
  • PDP Practitioner Certificate in Records Management or NFQ Level 7 in information governance/library science.
  • Eligible to work full-time in the State and meet citizenship requirements.
  • Minimum 3 years’ experience managing and delivering records management programmes.
  • Experience managing retention schedules and disposal programmes.
  • Strong knowledge of electronic records management requirements and systems.
  • Excellent knowledge of M365 document management: SharePoint, OneDrive, MS Teams, and Purview.
  • Ability to develop information architecture: classification and metadata schemes.
  • Experience managing offsite storage contracts and records services.

Job description

Inland Fisheries Ireland has a vacancy for a Records Management Officer to join the Corporate Services team.

This critical role is responsible for developing Inland Fisheries Ireland’s information governance initiatives for archive and records management comprising the implementation of standards for the creation, control, use, storage, transfer and maintenance of information held or processed by Inland Fisheries Ireland.

The Records Management Officer will report to and assist the Secretariat & Compliance Manager in developing, implementing, managing and monitoring an organisational wide records management strategy for the management of current and historic records in all hardcopy and electronic formats.

The successful candidate will be expected to have strong functional skills and demonstrate leadership qualities and management skills, with the ability to support the development of information governance initiatives. The Records Management Officer will also be expected to have an ability to build effective relationships within Inland Fisheries Ireland and with other relevant stakeholders.

As part of their role in improving Inland Fisheries Ireland’s approach to both discharging its statutory responsibilities and aligning best practice in archives and records management the successful candidate will be required to travel regularly to IFI sites nationally.

KEY RESPONSIBILITIES
  • Assist senior managers with the development and implementation of a suite of policies and strategies in the fields of archives, records management, classification and retention.
  • Lead projects that enable greater accessibility of records in a variety of storage locations and provide for their preservation.
  • Apply knowledge of current information and governance compliance requirements and legislation, e.g. National Archives Acts, 1986 and 2018; Data Protection Act 2018, GDPR, Freedom of Information Act 2014 and the Access to Information on the Environment Regulations 2007-2018.
  • Provide strategic leadership for records management while proactively managing risks and aligning strategies with the organisation’s statement of strategy.
  • Maintaining, implementing and periodically reviewing records management policies and procedures.
  • Conducting regular monitoring and reporting on records management risks, working with chief risk officer to ensure risks are effectively managed.
  • Manage the Retention Schedule and supporting implementation documentation; and facilitate and support regular records disposal activities
  • Manage contracts with offsite storage and shredding providers. Coordinate and facilitate provision of offsite storage services for IFI teams.
  • Support the development of records management training modules and provide training and ad hoc support as needed.
  • Develop and implement a roadmap to ensure the effective management of electronic records within M365 and other business systems.
  • Providing support and advice on the development of information architecture (business classification, file plans, metadata schemes) for electronic recordkeeping systems.
  • Implement and maintain information governance mechanisms for electronic recordkeeping systems; including providing timely advice on records requirements for new business systems containing records.
  • Liaise with the ICT Team, the Data Protection Officer, and local records championsnationally.
  • Liaise with key external stakeholders on issues of retention, destruction, archiving, and the transfer of records, where appropriate, to the National Archives. regarding the preservation and management of historical records, and to ensure that IFI complies with National Archives Act 1986
  • Any other duties as may be assigned by the Secretariat & Compliance Manager.
KEY EXPERIENCE & QUALIFICATIONS

The ideal candidate will have the following;

Essential
  • A full Category B driving licence that is recognised in Ireland;
  • PDP Practitioner Certificate in Records Management or relevant NFQ Level 7 qualification in information governance or library science or a recognised third-level qualification (NFQ Level 7) or equivalent, in a relevant discipline
  • Eligible to work full-time in the State and meet the citizenship requirements for the role
  • A minimum of 3 years’ experience managing and delivering records management programmes and services (information governance).
  • Experience managing and implementing retention schedules and records disposal programmes.
  • Strong knowledge of electronic records management requirements and systems requirements.
  • Excellent knowledge of M365 document management solutions SharePoint, OneDrive, MS Teams and compliance management tools: Purview.
  • Demonstrable ability to develop and manage information architecture: business classification and metadata schemes.
  • Experience managing offsite paper storage contracts and providing records services to colleagues.
  • Confident and clear communicator able to adapt to different audiences.
  • Strong organisational skills with project management skills.
  • Experience training staff and developing staff training programmes.
Desirable
  • Master’s degree in Archives and/or Records Management
  • Experience fulfilling leadership or advisory governance role for records management, reporting to senior leadership. Good understanding of governance frameworks and their development and maintenance
  • Experience administrating or designing SharePoint and MS Teams for records management, and experience or knowledge of Purview Records Management
  • Significant experience developing business classifications, metadata schemes, file plans and site models
  • Excellent relationship builder with ability to use influence to achieve results
REMUNERATION

The salary scale for the position is at the level of Higher Executive Officer as applies in Inland Fisheries Ireland, it is a 9-point scale including 2 long service increments (LSI’s): Point 1 €58,912.34; Point 2 €60,656.28; Point 3 €62,408.15; Point 4 €64,153.65; Point 5 €65,908.07; Point 6 €67,661.21; Point 7 €69,411.81; Point 8 (LSI 1) €71,942.71; Point 9 (LSI 2) €75,398.08

(IFI HEO Grade PayScale as of 01/06/2026)

Candidates should note that salary will not be subject to negotiation and the rate of remuneration may be adjusted from time to time in line with Government pay policy. New entrants to the public sector will start on Point 1 subject to Haddington Road Agreement and subsequent Government Agreements.
