What You Will Be Doing

• Lead the delivery of renewals, investment and variation projects across the LUAS network, ensuring projects are delivered safely, efficiently, on time, within budget and to the required quality standards.
• Develop and maintain the forward programme for LUAS renewals, investment projects and client-led variations required throughout the contract.
• Translate contractual, operational and client requirements into clear project scopes, delivery strategies, programmes and budgets.
• Support the development of business cases, variation proposals and investment submissions where required.
• Identify, scope and deliver internal transformation and process improvement projects that improve delivery performance, governance, assurance, efficiency and value for money.
• Manage projects across the full lifecycle, from definition, design and procurement through to construction, testing, commissioning, handover and close-out.
• Ensure project delivery is planned around live railway constraints, operational access, safety requirements, stakeholder interfaces and customer impacts.
• Ensure engineering input required for each project is properly defined, procured, reviewed and integrated through the relevant design, technical assurance and approvals processes.
• Work closely with engineering, safety and asset management leads to confirm project requirements, technical acceptance, assurance evidence and handback arrangements.
• Ensure safety assurance, system integration, testing, commissioning and operational readiness requirements are understood, planned and evidenced before assets or systems are introduced into service.
• Manage interfaces across project disciplines, operations, maintenance, safety, suppliers and client approvals to ensure project outputs are integrated and deliverable in a live LUAS operating environment.
• Ensure design and construction solutions are practical, safe, maintainable and aligned with LUAS operational requirements.
• Establish and maintain clear project governance, reporting, risk management, change control and cost control arrangements.
• Manage project budgets, forecasts, commitments, procurement strategies, subcontract packages, commercial interfaces and supplier performance across the project portfolio.
• Lead the procurement and commercial management of subcontracted packages of work, ensuring clear scope definition, appropriate contract strategy, robust tendering, effective contract administration and disciplined change control.
• Manage the project supply chain to support safe delivery, cost control, programme certainty, quality, assurance and value for money.
• Provide accurate and timely reporting to the Managing Director, executive team and client on progress, risks, issues, cost, programme and decisions required.
• Act as the senior delivery lead for project matters with the client, internal teams, delivery partners and other stakeholders.
• Maintain effective relationships with operations, maintenance, engineering, safety, commercial, finance and procurement teams to support integrated delivery.
• Lead, manage and develop the project team, setting clear objectives and maintaining a strong focus on safe delivery, accountability and performance.
• Promote collaborative working across Amey, our customers and supply chain partners to deliver projects efficiently, safely and sustainably.
• Provide visible senior safety leadership across the project team and supply chain, promoting safe behaviours, proactive risk management and a strong safety culture.

We Want To Hear From You If You Have

• Significant experience leading the delivery of complex light rail or heavy rail projects, ideally including renewals, upgrades, enhancements and systems integration.
• A proven track record of delivering projects safely, to time, budget, scope and quality in a live railway or safety-critical transport environment.
• Experience managing the full project lifecycle, including scope definition, design development, procurement, construction, testing, commissioning, handover and close-out.
• Experience procuring, managing and commercially controlling subcontracted packages of work, including scope development, tendering, contract administration, cost control, variations, claims and supplier performance management.
• Strong understanding of project governance, risk management, cost control, programme management, change control and commercial reporting.
• Understanding of rail safety assurance, system integration, testing, commissioning and the evidence required to support safe introduction into service.
• Experience managing interfaces between multiple disciplines and stakeholders, including operations, maintenance, engineering, safety, suppliers and client assurance or approval processes.
• Experience working with clients, operators, designers, contractors, maintainers and regulatory or assurance stakeholders.
• Experience leading internal change, transformation or process improvement projects, including defining benefits, engaging stakeholders, implementing new ways of working and embedding improvements into operational delivery.
• Strong project leadership skills, with the ability to lead multidisciplinary project teams and delivery partners with clear priorities, robust controls and a strong safety culture.
• Excellent rail delivery judgement, with an understanding of the constraints of working on an operational railway and the ability to balance safety, access, programme, cost, customer and operational requirements.
• Strong commercial acumen, with the ability to manage budgets, forecasts, procurement strategies, subcontract packages, supplier performance, contractual obligations and commercial change.
• Excellent stakeholder management skills, with the ability to build effective relationships with the client, internal teams, suppliers and external stakeholders and communicate clearly at senior level.
• Strong problem-solving skills, with the ability to identify delivery risks and issues early, develop practical options and drive decisions through to resolution.
• Sound judgement, accountability, integrity and professionalism, with a consistent focus on safe, compliant and value-for-money delivery.
• A commitment to continuous improvement, with the ability to improve project delivery, assurance, handover and lessons learned across the programme.
• Degree qualified, chartered or working towards chartered status in a relevant discipline, or professionally qualified in project management, engineering, construction, transport or a related discipline (desirable).
• Senior safety leadership training such as IOSH Safety for Executives, IOSH Managing Safely or equivalent (desirable).
