Programme Delivery Manager – Contractor Delivery (EV Charging Infrastructure) – Ireland
About the Role
We are a fast-growing Irish electric vehicle (EV) infrastructure company expanding our charging network across Ireland. As Programme Delivery Manager – Contractor Delivery, you will be responsible for managing the successful delivery of our infrastructure programmes through a network of external contractors and delivery partners.
You will lead the coordination of civil, electrical, and specialist contractors, ensuring projects are delivered safely, on time, within budget, and to the required quality standards. Working closely with internal teams, ESB Networks, local authorities, suppliers, and contractors, you will oversee the full delivery lifecycle from design through construction, commissioning, and handover.
This is a hands-on delivery leadership role requiring strong contractor management, commercial awareness, and infrastructure delivery experience. The successful candidate will be highly process-driven, with a disciplined approach to programme controls, contractor governance, and continuous improvement. They will be comfortable developing, implementing, and embedding consistent delivery processes that drive efficiency, accountability, quality, and predictable project outcomes across a growing national infrastructure programme.
Key Responsibilities
- Coordinate the successful delivery of multiple infrastructure projects supporting the expansion of the national EV charging network.
- Monitor programme schedules, identify critical path activities, and proactively manage delivery risks and dependencies.
- Ensure projects transition efficiently from design into construction and operational handover.
- Support programme planning, forecasting, and resource management to maintain delivery momentum.
Contractor & Delivery Management
- Lead and manage the delivery of multiple EV charging infrastructure projects through external contractors and delivery partners.
- Oversee contractor performance across planning, design, civil works, electrical installation, grid connection, commissioning, and project close-out.
- Ensure contractors deliver works safely, efficiently, and in accordance with programme schedules, quality standards, and contractual requirements.
- Coordinate multiple contractors and suppliers across concurrent projects, resolving delivery issues and removing programme constraints.
- Conduct regular progress reviews, site meetings, and performance assessments with contractors.
- Ensure timely mobilisation of contractors and effective allocation of resources across the delivery programme.
Contract & Commercial Management
- Manage contractor performance under NEC4 and other applicable contract forms.
- Monitor compliance with contractual obligations, programme milestones, quality requirements, and KPIs.
- Assess contractor applications, variations, early warnings, compensation events, and change requests where applicable.
- Work closely with commercial and procurement teams to support contract administration and supplier performance management.
- Drive continuous improvement across the contractor supply chain.
Stakeholder Management
- Build strong working relationships with contractors, consultants, utility providers, local authorities, landowners, and internal business teams.
- Act as the primary interface between delivery partners and the business, ensuring clear communication and accountability.
- Resolve delivery issues collaboratively while maintaining programme objectives and timelines.
- Provide regular programme updates to senior management and executive stakeholders.
Quality, Health & Safety
- Promote a strong culture of health, safety, and environmental compliance across all contractor activities.
- Ensure contractors comply with company standards, statutory requirements, and project specifications.
- Monitor site quality through inspections, audits, and performance reviews.
- Drive continuous improvement in construction quality and delivery standards.
Risk & Performance Management
- Identify and manage programme risks, contractor issues, resource constraints, and delivery dependencies.
- Develop mitigation plans to minimise programme delays and cost impacts.
- Monitor programme budgets, contractor spend, forecasts, and delivery performance.
- Produce accurate reporting on contractor performance, project progress, risks, and programme KPIs.
Skills & Experience
- Proven experience managing contractors on large-scale infrastructure, utilities, energy, telecommunications, transport, or construction programmes.
- Strong experience managing multiple contractors across geographically dispersed projects.
- Excellent knowledge of construction delivery, contractor management, and project execution.
- Experience administering projects under the NEC4 contract suite.
- Strong commercial awareness with experience managing contractor performance, variations, and contractual obligations.
- Demonstrated ability to manage complex delivery programmes involving multiple external suppliers.
- Excellent stakeholder management, negotiation, and communication skills.
- Strong planning and reporting skills using Microsoft Project, Primavera P6, or equivalent project management software.
- Full driving licence and willingness to travel to project sites across Ireland.
- Experience delivering EV charging infrastructure, electrical infrastructure, utilities, renewable energy, or civil engineering projects.
- Knowledge of ESB Networks processes and utility connections.
- Professional qualification in Project Management (PMP, PRINCE2, MSP, or equivalent).
- Degree in Engineering, Construction Management, Project Management, or a related discipline.
- Experience working within a rapidly growing infrastructure or technology business.
