About the role:

The Manager, Clinical Intelligence Capability supports the Clinical Strategy & Intelligence (CSI) function by managing day-to-day capability operations, product coordination, requirements documentation, measurement support, and cross-functional execution activities for CSI-enabled clinical, analytics and AI product initiatives. Reporting to the Director, Clinical Innovation & Strategy, this role helps translate clinical strategy, research insights, and innovation priorities into organized workplans, operational processes, capability requirements, measurement artifacts, and delivery-ready documentation.

The position serves as a key execution partner across CSI, Product, Clinical Informatics, Research Analytics, AI Strategy, Product Delivery, UX/UI, Market Strategy, and other internal stakeholders. The role supports the full lifecycle of CSI-related capabilities by documenting requirements, tracking priorities, coordinating feedback loops, supporting adoption activities, maintaining capability artifacts, and helping ensure that CSI recommendations are translated into actionable product and operational work.

The ideal candidate is a highly organized healthcare, product, operations, or capability management professional who can translate strategic direction into clear requirements, workflows, documentation, and execution plans. This individual is comfortable working across product, clinical, analytics, AI, and business teams; excels at organizing complex information; uses data and stakeholder feedback to support decision-making; and can help move initiatives from concept to actionable delivery while maintaining solid communication, documentation, and follow-through.

This role is needed to provide dedicated capability management and execution support for CSI priorities as clinical strategy, research analytics, AI-enabled innovation, and product opportunity evaluation activities expand. The role operates at a proficient capability management level by supporting individual capabilities or defined workstreams across the lifecycle, applying prioritization within scope, translating stakeholder needs into operational processes and measurement plans, and coordinating with business and product partners to support adoption and delivery.

Careers with Optum offer flexible work arrangements and individuals who live and work in the Republic of Ireland will have the opportunity to split their monthly work hours between our Dublin or Letterkenny office and telecommuting from a home-based office in a hybrid work model.

Primary Responsibilities:
Capability Operations & Requirements Management:
  • Support execution of CSI-related capabilities across the lifecycle, including intake, documentation, prioritization support, requirements gathering, implementation tracking, and ongoing refinement
  • Translate clinical strategy direction, research insights, stakeholder input, and product needs into structured capability artifacts, including requirements summaries, workflow maps, decision logs, use cases, user stories, acceptance criteria, measurement plans, and operational documentation
  • Partner with Product, Clinical Informatics, Research Analytics, AI Strategy, UX/UI, Product Delivery, and business stakeholders to clarify requirements, identify dependencies, and support alignment between CSI recommendations and delivery team needs
  • Maintain CSI capability documentation, including inventories, status trackers, workflow documentation, product/capability artifacts, decision history, issue logs, and implementation support materials
  • Support prioritization within assigned workstreams by organizing inputs, documenting trade-offs, identifying dependencies, and preparing materials that enable clinical strategy, product innovation, and partnership operations decision-making
Product Analytics & AI Enablement Support:
  • Support translation of CSI priorities into product and operational work by documenting business needs, clinical goals, user needs, data dependencies, technical considerations, and measurement requirements
  • Coordinate with Research Analytics and AI Strategy teams to document analytic use cases, data needs, evaluation questions, assumptions, and reporting requirements for CSI-supported initiatives
  • Support development and maintenance of clinical intelligence capability roadmaps, backlog inputs, enhancement requests, and product-facing workstream trackers
  • Assist in organizing user feedback, stakeholder input, product owner feedback, and pilot learnings into actionable summaries for refinement of product workflows, capability requirements, and implementation plans
  • Help prepare materials that connect CSI recommendations to product owners, existing workflows, implementation teams, and operational adoption pathways
Measurement, Reporting & Operational Rigor:
  • Support development and tracking of KPIs, success measures, adoption metrics, operational milestones, risks, dependencies, and outcomes for assigned CSI capabilities and workstreams
  • Prepare dashboards, scorecards, status updates, briefing materials, and leadership-ready summaries that communicate progress, barriers, decisions needed, and expected value
  • Use data, stakeholder feedback, and process observations to identify opportunities to improve CSI capability execution, workflow consistency, and product integration
  • Support creation of measurement plans and operational evaluation frameworks that help determine whether CSI-enabled capabilities are achieving intended business, product, clinical, user experience, or workflow outcomes
  • Maintain consistent documentation standards and contribute to repeatable templates, playbooks, and processes that improve CSI operational maturity
Stakeholder Coordination, Adoption & Change Support:
  • Coordinate working sessions, stakeholder reviews, product intake discussions, requirements validation meetings, and cross-functional follow-ups for assigned CSI initiatives
  • Serve as a reliable point of coordination for defined CSI workstreams, ensuring stakeholders have clear visibility into timelines, open questions, dependencies, and next steps
  • Support communication and adoption activities by preparing stakeholder updates, meeting materials, user-facing summaries, process guidance, FAQs, and change-management collateral
  • Build effective working relationships with internal product, analytics, technology, clinical, delivery, and business partners to support adoption of CSI-related capabilities
  • Identify risks, blockers, unclear ownership, or misalignment early and elevate appropriately for resolution
Required Qualifications:

  • Proven extensive experience in healthcare, product operations, capability management, program coordination, clinical operations, health technology, analytics operations, consulting, or related matrixed environments
  • Proven experience supporting product, capability, operational, analytics, clinical, or technology initiatives across multiple stakeholders and workstreams
  • Proven experience gathering, documenting, and translating stakeholder needs into requirements, workflows, use cases, user stories, process documentation, or operational plans

  • Demonstrated solid written and verbal communication skills, with the ability to synthesize complex information into clear and actionable materials
  • Demonstrated ability to manage multiple priorities, adapt to changing direction, and work effectively within ambiguous or evolving environments
Preferred Qualifications:
