Job summary

IPS-Integrated Project Services in Cork, Ireland seeks a Lead Cost Controller to manage budgets, invoicing, change control and cost forecasting across the EPCQ lifecycle for pharmaceutical and biotech facilities.

You will develop control budgets, certify progress, coordinate with clients, vendors and contractors, and deliver detailed cost reporting and earned value analysis to support project decisions.

Qualifications

  • Extensive experience in project controls and cost management on capital projects.
  • Experience with EPCQ processes; pharma/biotech sector is desirable.
  • Strong analytical and data-management capabilities; proficient in Excel/Access.
  • Knowledge of ERP systems and cost reporting practices.
  • PMI or AACEI certification is a plus.

  • Own project budget, invoicing, change control and cost forecasting across EPCQ lifecycle.
  • Collaborate with estimating, procurement and project management on scope, contracts and bids.
  • Develop and evaluate control budgets with input from clients and vendors.
  • Certify progress, align forecast with funding and billings, maintain documentation.
  • Lead cost reporting, including budgets, commitments, spends and forecasts.
  • Provide earned value and cost performance reporting for stakeholders.
  • Support scheduling and value engineering; drive continuous improvement.

Position Overview

At IPS, you will apply your knowledge, skills, and passion to make a difference in the lives of people, solving complex challenges related to pharmaceutical, biotech, and animal health research and manufacturing facilities. IPS is currently seeking a Lead Cost Controller to join our established team located in Cork, Ireland.

Position Responsibilities
  • Responsible for project budget, invoicing, change control and cost forecasting for the entire engineering, procurement, construction and qualification (EPCQ) life cycle.
  • Work in a highly collaborative and dynamic project environment, collaborating with estimating, procurement and project management on project scope coordination, work package definition, contract development and bid analysis.
  • Develop and evaluate project control budgets with input from partners including clients, estimating, vendors and contractors.
  • Work with project team to agree contractor SOVs and certify progress, invoicing and payment; follow on with accounting to insure alignment of project forecast with current funding and billings to client; insure appropriate back‑up documentation for all phases.
  • Actively manage change control process; monitor cost trends and changes with follow‑on validation and agreement of pricing; process COs for approval and incorporation into contracts.
  • Responsible for operation of integrated cost reporting platform; produce detailed cost reports, including budgets, changes, commits (POs), spends, anticipated costs and forecast; account for cost system data integrity and overall project forecast accuracy.
  • Produce effective visualization, graphics and outputs for team communication.
  • Collaborate with partners and scheduling to align cost and schedule data.
  • Support constructability and value engineering.
  • Develop and continually update projections on cash flows, staffing plans and contingency usage.
  • Provide financial and cost analysis as well as earned value and cost performance reporting.
  • At project completion, develop and record the project’s historical cost information and lessons learned for future use.
  • Collaborate with all groups to improve company processes, systems and intellectual infrastructure to promote organizational learning and continuous improvement.
Qualifications & Requirements
  • Extensive experience in project controls and cost management on capital projects.
  • Demonstrated knowledge of engineering, procurement, construction and qualification (EPCQ) processes is required; experience in the Pharma/Biotech industry is desirable.
  • Understanding of engineering and construction methodologies and technical documentation.
  • Demonstrated expertise in project controls and cost engineering concepts: initiation, planning, execution, monitoring, controlling and closeout, as well as billing/invoicing, estimating, forecasting and variance reporting.
  • Strong analytical and computer skills with proficiency in integrated construction management/cost reporting platforms (e.g., Prolog); experience with data management tools (MS Excel, MS Access) is required; knowledge of ERP systems is desirable.
  • Excellent collaboration, communication and organizational skills; ability to prioritize and manage large amounts of information to meet deadlines.
  • B.S. degree in engineering or related technical field, construction management or applicable experience.
  • PMI or AACEI certification is a plus.
