Job summary

Uisce Éireann is seeking a Landowner Liaison Partner to support the CIP within the Infrastructure Delivery portfolio across Ireland. The role focuses on landowner engagement, wayleaves, and ensuring compliant process delivery while coordinating with project managers.

You will lead on-ground communications, maintain relationships with landowner representatives, and contribute to risk management and reporting for a diverse programme.

Qualifications

• Administrative tasks experience and ability to write reports using IT.

• Minimum of 3 years' experience in the water, utilities or related industries is desirable.

The Role:

The Portfolio team supports the effective management of the delivery of the IDD investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility, and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio.

Reporting to the Land and Wayleaves Technical Lead, the Landowner Liaison Partner will contribute to a standardised approach across the portfolio through the application of standardised policies and procedures to support the project & programme managers across a diverse and multi-disciplined portfolio. The Land Liaison Partner will need to work in a creative and collaborative team environment to support the delivery of the CIP.

Main Duties and Responsibilities:

• Ready activities for landowner engagement associated with wayleaves and site acquisition on each project including landowner verification process.
• Lead the day-to-day communication activities on the ground between the Land and Wayleaves Team and Landowners, attend meetings and oversee prompt responses to queries, co-ordinate the delivery of landowner updates and communications and
• Keep landowners and their agents up to date on projects or planned works that may impact upon them.
• Maintain and develop relationships with landowner representative organisations regarding planned works.
• Be responsible for managing the interests of Infrastructure Delivery regarding landowner issues arising from projects, including the co-ordination of any land remedial works such as drainage, fencing issues, landowner complaints and post completion issues to resolve to a satisfactory conclusion in conjunction with the Land Agency services provider.
• Ensure adherence to a consistent approach to the management of landowner relations through various guidelines, procedures, etc. including provision of technical input to all Code of Practice documentation and maintenance of Wayleaves policies, processes, procedures, filing systems and databases relating to landowner engagement.
• Support administration of land and wayleave acquisition across the Infrastructure Delivery portfolio including ensuring that required legal and internal signoffs are processed and oversee payment of compensation, professional fees and other costs associated with land and wayleave acquisitions
• Consult with, support, and assist valuers, agronomists, and other professional advisors on behalf of Project/Programme Managers.
• Monitor and assist in the preparation of detailed reports for land related activities across the Portfolio and provide support any oral hearing, court cases and arbitration processes as required.
• Plan and optimise the availability of sufficient Landowner Liaison Officer resources to meet supervision requirements during landowner engagement, contractor mobilisation, pipeline construction phase, land reinstatement process and final account assessment.
• Drive excellence in the delivery of the CIP by working to agreed standards for continuous improvement in the Land, Planning & Wayleaves team and escalating risks and issues as appropriate.
• Review all landowner crop loss and disturbance claims in conjunction with the Land Agency Services Provider.

General Duties and Responsibilities

• Collaboration with key internal stakeholders across the UÉ business, including but not limited to;
• Asset Management & Sustainability,
• COO - Asset Operations.
• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
• Conducts duties and responsibilities in accordance with Uisce Eireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
• Other duties as required.

Knowledge, Skills and Experience:

• Ability to/Experience in carrying out administrative tasks and write reports using IT.
• Relevant third level qualification and or accreditation is desirable
• A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable and or relevant experience
• Experience managing a team, with strong people, change management and conflict resolution skills
• Ability to develop and maintain effective partnerships with key stakeholders internally and externally
• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
• Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
• Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
