Position Description

The HV Substation Site Access & Acquisition Assurance Manager is responsible for supporting, enabling and providing assurance in relation to the delivery of the HV Substation Site Acquisition Programme to enable the delivery of the Price Review programme.

The Manager will develop and maintain strong relationships with key stakeholders to facilitate and support delivery of this programme. These Key Stakeholders include E&MP, Eirgrid, Regional & Projects teams, Landowners, Local Authorities, third parties.

Key Responsibilities
  • Lead, coordinate and manage the site acquisitions process & programme for HV Substations as the client for ESB Networks to enable delivery of agreed work programmes and business plans.
  • Ensure progress reports are available and provide assurance to ESB Networks in relation to HV Stations site acquisition. Agree & assign Priorities where required.
  • Develop and contribute to new policies, agreements and strategies in the HV Substation Site Acquisition area.
  • Support and ensure effective collaboration between multi disciplinaries in ESB & E&MP to ensure delivery of the programme within the required timelines.
  • Implementation of robust procedures to ensure a streamlined end to end process for managing the legal, logistical, and stakeholder aspects of securing land for strategic purposes.
  • Build and maintain strong relationships with key stakeholders including Eirgird, E&MP, Network Assets and Delivery & Regional Teams to support, manage and prioritise the site acquisition programme.
  • Build and maintain strong relationships with 3rd party organisations such as Local Authorities, IDA, major customers etc to facilitate the acquisition of sites.
  • Collaborating with legal, property, and project teams as required to bring site acquisitions to successful completion.
  • Ensure the site acquisition process is fit for purpose to ensure the effective and efficient acquisition to enable new stations to be built as per our commitments under the PR programmes and to customers. Ensure necessary changes to improve & expediate are implemented.
  • Maintain adherence to internal governance and regulatory requirements with regards to property transactions.
  • Ensure projects align with strategic goals and comply with internal policies and external regulations.
  • Procure and engage with external consultants and services providers as required.
  • Other duties that may emerge in the HV Station Site Acquisition area or as assigned by the Strategic Land Access Manager.
Experience and Qualifications
  • A primary degree in Engineering, Real Estate, Property Economics or equivalent work experience of a minimum of 10 years is essential.
  • Strong stakeholder management, both external and internal.
  • Strong people skills, experience leading cross functional initiatives, to solve problems and get the job done.
  • Experienced Project Delivery Manager with a good technical background capable of decision making and strong judgement in relation to delivery of the programme to meet project delivery dates.
  • Self-motivated with ability to plan and communicate requirements to progress new initiatives, and a track record of delivering work and/or projects, prioritising own work and the work of others.
  • Experience and success in delivering business objectives.
  • Full clean EU driving licence. Travel is a requirement of the role.
  • Professional background in managing land access/property acquisitions.
  • Experience in managing and construction of infrastructure projects.
  • Understanding of ESB’s policies on land access and the legislation supporting ESB’s powers of land access.
Location

Primarily Dublin & Midlands. Base location is flexible and will be agreed following the appointment of the successful candidate. This is a national role and there will be a requirement to attend meetings with stakeholders and ESB Senior Management in various locations nationwide.
