The Role

The Head of Learning and People Development will provide national strategic and operational leadership for all aspects of learning and people development across Avista. The Head of Learning and People Development reports to the Director of Human Resources and is part of the Human Resources Management Team. The post holder will lead design and deliver a learning and people development strategy that supports regulatory compliance, professional standards, leadership development, staff career development pathways and a culture of continuous learning throughout the organisation. S/he will drive innovation and lead large scale people development change initiatives which assist Avista in delivering on its mission and strategic objectives.

National Remit

Location Options: Limerick, Roscrea or Navan Road, Dublin

Contract: Permanent, Full-Time (35 hours per week)

Salary: €82,258 - €99,213 (August 2025 HSE PayScale)

Point on salary scale dependent on relevant public sector experience.

Essential
  • Relevant third-level qualification (Level 8 or higher) in one of the following fields: Human Resources, Organisational Development, Education and Training, Organisational Psychology, or a related field.
  • Minimum 7 years' senior experience leading learning and development within a complex organisation, ideally in health, disability, or human services.
  • Proven experience in developing and implementing strategic learning frameworks.
  • Strong understanding of CORU registration, HIQA standards, and workforce compliance requirements.
  • Demonstrated experience managing teams, budgets, and multiple stakeholders.
  • Excellent leadership, communication, and influencing skills.

Applicants should possess Level 3 behavioural competencies of Avista competency framework.
