Project Nature (T26) On-going Support of the Computerised Social Security System II (CSSS-II) for the Social Welfare Department

Responsibilities

Serve a contract assignment under InfoTech's headcount, full-time second to serve the SWD; this officer will be required to provide on-going support to the maintenance and enhancements on CSSS-II which is a mission critical system. The duties include:

• To provide technical advices and recommendations in relation to the on-going maintenance, problem diagnosis, system security, system enhancements, etc. of the CSSS-II;
• To elicit, analyse and refine the user requirements in enough details for system changes and enhancements;
• To assess the proposals of system design and technical solutions and make recommendations for their fulfillment with the user requirements;
• To support users to plan and control the User Acceptance Test as well as to accept the deliverables of system enhancements, including system functions and documentations;
• To coordinate among users, related stakeholders, IT system support teams and external departments to resolve issues/problems in CSSS-II, elicit and verify changes in requirements, propose system enhancements, conduct UAT for enhanced functions and interface functions, verification of production runs etc;
• To prepare technical specifications for IT procurement and compile reports related to CSSS-II;
• To supervise System Analysts / Analyst Programmers to carry out their duties;
• To perform on call support duties.

Requirements (1) The candidate must possess:

• good command of written English and fluent in Cantonese;
• experience in IT procurement in the government;
• solid experience in supporting mission critical system for the Government.

(2) Experience in social security service system and rich business knowledge in the domain of social security is preferred.

Technical Skills:

• At least 3 years' experience in DB2 (DB2);
• At least 3 years' experience in IBM AIX Unix (IBX);
• At least 3 years' experience in Structured Query Language (SQL);
• 2 years' experience in JavaScript Programming (JAP) is an advantage.

Non-technical Skills:

• At least 3 years' experience in the management and support of Government systems and services (GSS);
• At least 3 years' experience in IT procurement (PRO);
• 3 years' experience in managing Government projects (MGP) is an advantage.

• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 10 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
