Your impact

Jacobs is seeking a delivery‑focused Senior Commercial Manager in Ireland to lead commercial management activities across major infrastructure programmes, including BusConnects, DART+, and other nationally significant transport projects, covering frameworks, standalone contracts, and multi‑package delivery. This role combines strategic leadership, together with business development and commercial support to our local growth strategy and offers a unique opportunity to spearhead the commercial strategy, governance, and delivery of multi‑package infrastructure programmes.

About the Role

Lead commercial delivery for high‑value infrastructure programmes, ensuring cost control and governance across the full project lifecycle.

Key Responsibilities
  • Act as primary client contact for all commercial matters
  • Develop and implement commercial governance frameworks
  • Drive procurement strategy, tendering, and contract formation for cost certainty and risk mitigation
  • Oversee cost planning, valuations, financial reporting, and change control
  • Prepare estimates and business case approvals for major public sector projects
  • Manage risk registers, value engineering, and commercial assurance reviews
  • Deliver monthly cost reports and final account negotiations
  • Mentor junior team members and promote best practice
  • Support funding strategies, integrate commercial inputs into schedules and risk plans, and ensure compliance with governance protocols
  • Lead continuous improvement initiatives and stakeholder collaboration
What We're Looking For

Extensive expertise in cost management, commercial governance, and strategic oversight within complex infrastructure projects.

Here’s what you’ll need
  • Experience: 12‑15+ years in commercial and cost management, including 5+ years on large‑scale infrastructure projects
  • Expertise: Commercial leadership, contract administration, cost control; NEC4, Irish Public Works Contracts, EU procurement, CIÉ/NTA/TII frameworks
  • Skills: Project controls, cost modelling, lifecycle costing; strong analytical, negotiation, and stakeholder engagement abilities
  • Qualifications: Level 8 degree in Quantity Surveying, Commercial Management, Engineering, or related field; Chartered (MRICS/MCIOB/MCIArb) or progressing; NEC4 ECC Project Manager accreditation desirable
  • Leadership: Proven ability to lead teams, manage complexity, and deliver under pressure
  • Tools: Proficient in MS Office and contract management systems
