Job summary

Turner & Townsend is seeking an experienced Commercial Manager to lead commercial strategy, contract management, programme controls, budgeting and risk management for a major national infrastructure programme.

This senior role will provide high‑level commercial leadership across all phases of the project lifecycle, supporting successful delivery of a complex, multiyear capital investment programme. You will oversee governance, procurement and reporting while leading a multidisciplinary team.

Qualifications

• Bachelor's degree in Engineering, Quantity Surveying, Project Management or related field.
• Professional membership with an industry body (e.g., SCSI, RICS, Engineers Ireland, APM).
• Minimum 15 years’ experience delivering major infrastructure or capital programmes.
• Significant leadership in complex, multi-disciplinary environments.
• Strong understanding of NEC4, FIDIC or public sector contract frameworks.

Responsibilities

• Lead all commercial and contractual activities across assigned programme workstreams.
• Develop contract strategies, oversee tendering and negotiations, and ensure alignment with client governance requirements.
• Manage cost planning, forecasting, benchmarking, performance reporting, and change control.
• Ensure strong commercial stewardship across the full lifecycle of the programme.
• Oversee the development and maintenance of the Master Programme and capital budgets.
• Monitor schedule performance, risk exposure, earned value, and commercial progress.
• Lead and mentor team members including cost managers, planners, and project controls professionals.
• Foster a collaborative, high performance culture across project teams and interfaces.
• Support capability development, knowledge sharing, and continuous improvement.

Job Description

You will oversee commercial governance, guide procurement and contract strategy, and ensure robust financial, schedule, and risk performance.

You will lead a multidisciplinary team — including cost, planning and project controls specialists — while working closely with client stakeholders, delivery partners, and industry collaborators.

Qualifications

- Lead all commercial and contractual activities across assigned programme workstreams.

- Develop contract strategies, oversee tendering and negotiations, and ensure alignment with client governance requirements.

- Manage cost planning, forecasting, benchmarking, performance reporting, and change control.

- Ensure strong commercial stewardship across the full lifecycle of the programme.

- Ensure timely and accurate reporting to the client and governance bodies.

Governance & Compliance:

- Ensure full compliance with client governance frameworks, public procurement requirements, and corporate procedures.

- Maintain high quality documentation and audit‑ready records across all commercial, contractual, and programme control functions.

- Support business case development, assurance processes, and stakeholder engagement.

- Experience in transportation, utilities, or other large scale public infrastructure sectors.

- Familiarity with public sector governance and business case development.

- Understanding of project risk management and safety related assurance processes.

- Working knowledge of Primavera P6 and project cost forecasting tools.

- Advanced commercial and contractual management
